A. Legal Definition of Terrorism
• REPUBLIC ACT NO. 9372 (AN ACT TO SECURE THE STATE AND
PROTECT OUR PEOPLE FROM TERRORISM ), otherwise known as “
Human Security Act of 2007”.
• This is the first and only law that explicitly defined terrorism in the
Philippines . This was approved and signed into law on March 6, 2007 by
former president Gloria Macapagal Arroyo. This is considered as
breakthrough in the Philippine Legislation because before 2007 terrorism
in the Philippines is yet defined aint it has no concrete punishment.
• To constitute the crime of terrorism, a terroristic activity as enumerated in Sec 3
of RA 9372 with a qualifying circumstances must be committed. The following

are considered as terroristic activities:
1.Article 122 (Piracy in General and Mutiny in the High Seas or in
the Philippine Waters);
2. Article 134 (Rebellion or Insurrection);
3. Article 134-a (Coup d‘Etat), including acts committed by
private persons;
Article 248 (Murder);
4. Article 267 (Kidnapping and Serious Illegal Detention);
5. Article 324 (Crimes Involving Destruction,

extraordinary fear and panic, among the populace, in order to coerce
the government to give in to an unlawful demand.

that purpose, may be declared as terrorist and outlawed organization,
association or group of persons
