INTRODUCTION
• The SIM Card Registration Act or the Republic Act 11934, also known as the
Subscriber Identity Module (SIM) Registration Act was passed by the Philippine
president Ferdinand R. Marcos, Jr. in October 2022 and goes into force on
December 27. Authorities assert that this is meant to curb fraud. Phishing schemes,
for instance, are frequently used to trick Filipinos using short message platforms
(Barcelonia, 2023).
• The national government has requested assistance from local government units
(LGUs) in its awareness campaign about the implementation of Republic Act 11934.
This requires all end users to register their SIM cards with their respective
telecommunications networks prior to activation to regulate SIM registration and use.

INTRODUCTION
• The SIM registration and use regulation is a crucial step towards ensuring
the safety and security of the country. With the proliferation of mobile
phones, unregistered SIM cards have become a major concern for law
enforcement agencies as they are often used in criminal activities. The
implementation of this law will not only help curb crime but also promote
responsible use of mobile phones. It is important to note that this regulation
does not infringe on the right to privacy but rather protects it by ensuring
that only legitimate users have access to mobile services (Punay, 2023).
INTRODUCTION

including mobile users, telcos, the government, and authorities, but it will
