INTRODUCTION

• The SIM Card Registration Act or the Republic Act 11934, also known as the
Subscriber Identity Module (SIM) Registration Act was passed by the Philippine
president Ferdinand R. Marcos, Jr. in October 2022 and goes into force on
December 27. Authorities assert that this is meant to curb fraud. Phishing schemes,
for instance, are frequently used to trick Filipinos using short message platforms
(Barcelonia, 2023).

• The national government has requested assistance from local government units
(LGUs) in its awareness campaign about the implementation of Republic Act 11934.
This requires all end users to register their SIM cards with their respective
telecommunications networks prior to activation to regulate SIM registration and use.
(Punay, 2023).
INTRODUCTION

• As mobile-based cybercrimes increase, private businesses and individuals are


stepping up their cybersecurity efforts. All Filipinos gain protection from mandatory
SIM registration because it drastically lowers spam and fraudulent SMS messages.
Now that the law is in place, criminals can no longer use prepaid SIM cards'
anonymity to their advantage. However, cybercriminals are becoming more
sophisticated in their tactics, and businesses and individuals need to be vigilant in
protecting themselves from attacks. This includes regularly updating software and
passwords, using encryption, and implementing multi-factor authentication
(Barcelonia, 2023).
INTRODUCTION

• The SIM registration and use regulation is a crucial step towards ensuring
the safety and security of the country. With the proliferation of mobile
phones, unregistered SIM cards have become a major concern for law
enforcement agencies as they are often used in criminal activities. The
implementation of this law will not only help curb crime but also promote
responsible use of mobile phones. It is important to note that this regulation
does not infringe on the right to privacy but rather protects it by ensuring
that only legitimate users have access to mobile services (Punay, 2023).
INTRODUCTION

• The law's adoption will not only force accountability from all parties,
including mobile users, telcos, the government, and authorities, but it will
also make it easier for the PNP to track down criminals who commit crimes
while remaining anonymous by using electronic devices (FinscorePh,
2023).
STATEMENT OF THE PROBLEM:
• The purpose of this research is to determine the impact of RA 11934
known as Subscriber Identity Module (SIM) Registration Act to Crime
Prevention and Detection of the investigation section in the Municipal
Police Station of Dumalinao, Guipos, Lapuyan, Margosatubig, San
Miguel Zamboanga del Sur. This study specifically seeks to answer the
following questions:

intervention can be developed for the successful implementation of

R.A 11934 has emerged into two themes: Collaboration with different

agencies, and Remove the Anti-Wiretapping Law.


CONCLUSION
In conclusions, Republic act 11934, also known as the SIM Registration Act, has
had a significant impact on crime prevention and detection in the Philippines. By
empowering law enforcement agencies with access to accurate and up-to-date
information on registered SIM cards, the act has improved their capabilities to
prevent and investigate crimes.

Moreover, the knowledge that SIM cards are registered and traceable
acts as a deterrent to criminals, contributing to the overall reduction of crime rates.
The act has also strengthened collaboration and information sharing among law
enforcement agencies, enabling them to work together more effectively in
combating crime.
CONCLUSION

Overall, the SIM Registration Act has played a crucial role in enhancing

crime prevention and detection efforts, leading to a safer and more

secure environment for the general public.


RECOMMENDATION

After the summary of findings and conclusions drawn, the


recommendations as follows:

1. The researchers want to recommend, to build a strong


partnership and collaboration with different law enforcement
agencies. This can help in identifying patterns, tracking down
criminals, and preventing future crimes.
RECOMMENDATION

2. The researchers want to recommend, to strengthen registration process.


Through enhancing the registration process by implementing stricter
verification measures making it more difficult to criminals to exploit the
system.

3. The researchers want to recommend the compliance with Data Privacy


Standards. To ensure that the development and implementation of RA
11934 allows for the protection of individuals’ personal information.
