Introduction
 FUNDAMENTALS represents
the basic elements in which the
core unity of the Scout
Movement resides.
 These fundamentals are
found in Chapter 1 of
WOSM’s Constitution
Adopted by the 26th
World Scout Conference
held in Montreal in 1977.

Definition of Scouting

Scout Movement
is defined as:
“….a voluntary, non-political,
educational, movement for young
people – open to all without
distinction of origin, race, or creed,
in accordance with the purpose,
principles and method conceived by
the Founder….”

Definition of Scouting

Voluntary
• Members adhere to it
by their own free will.
• They accept the
fundamentals of the Movement.
• Applies to both young people and adults.

Non-political
• Neutral & Non-Partisan
• No Struggle for Political

EDUCATION – According to UNESCO, three types of
education can be distinguished.
• FORMAL EDUCATION
Established hierarchy, chronologically graded,
educational system running from primary school
through to university.
• INFORMAL EDUCATION
Lifelong process whereby every individual acquires
attitudes, values, skills, and knowledge from daily
experiences and the educative influences and
resources in our environment.
• NON-FORMAL EDUCATION
Organized educational activity outside the
established formal system that is intended to serve
an identifiable learning clientele and identifiable
learning objectives.

 Scouting is Non-Formal

Definition of Scouting
Movement of Young People
• Movement means a series
of organized activities
working towards an
objective. It implies both an
objective to be achieved and
some type of organization to
achieve it.
Adult’s role is mainly to
guide and assisting young
people in achieving the
objectives of Scouting.

Open To All Without Distinction
• Principle of non-discrimination
is one of the basic precepts of
the Movement.
• A provision that the person must
voluntarily adheres to its
purpose, principles, and method.
• Membership of the Scout
Movement is open to anyone
who agrees to adhere to its
educational proposal

person’s capabilities.
• Development of physical,

Purpose of the Movement
• Scouting recognizes that it is
but one of the several
contributing factors of

• Scouting is not there to
replace family, school,
religious, or social institutions.
• Scouting exists to
complement the impact of
these institutions.

principles, loyalty to the religion
that expresses them and
acceptance of the duties
resulting there from…”
The definition does not use
the word “God” making it clear that
it include non-monotheistic
religions (e.g., Hinduism) or those
that does not recognizes a
personal God (e.g., Buddhism)

The Scout Method

A System of Educational elements,


which could be describe as network
of elements in which each element:
•Has a specific function;
•Interacts with other elements so
as to reinforce the effectiveness
of each one;
•Contributes to the overall purposes
to be achieved – and therefore
must be present

The Elements of Scout Method
 That young people are asked
to set themselves educational
objectives which, at this age,
are agreed between each
young person, the other
members of the Patrol and the
Leader who monitors his or her
development.
• That the activities give the young
people personal experiences which,
little by little, enable them to achieve
those objectives, with the help and
mediation of their friends and Leaders.
That in the Patrols and the Scout Unit everything is done through activities which emphasize
discovery, in keeping with the principle of learning by doing.

The Scout law is a code of living
based on Scouting’s principles.

applied to daily life of a Scout.

The Patrol (or Team) System
• The basic organizational & operational structure of a Scout Unit.
• Membership in a small group (6 to 8 youth members) with adult
leadership.
- Group life experiences.
- Participate in decision-making processes
- Sharing responsibilities.
- Pursuing interest.
- Organize and plan activities.
- Carry out & evaluate activities.
Patrol or Team System is also one of the most important elements in
Scouting where in all boy members will be given an equal opportunity to develop
their full leadership potential as Boy Leaders. Thus providing experience and trusting
them to do their respective duties in the Patrol along the process of training.

The Religious Policy
Article III, Section 2
Declaration of religious Principles as stated in the By-
Laws of the Boy Scouts of the Philippines
recognizes the existence of GOD. It therefore,
maintains that no boy can grow to his fullest
potential without doing his obligation to GOD. The
Boy Scouts of the Philippines, however, has a non-
sectarian approach to the implementation of training
and program to our Scouts. Although it recognizes
that religion plays an important role in the total
development of its members, it respects their right
and conviction on matters of religion.

The BSP believes in the Universality of
Scouting and the Brotherhood of all Men.
As best demonstrated in the adoption of…
