POVERTY
WHAT IS POVERTY ?
The term poverty refers to the state or condition in which people or
communities lack the financial resources and essentials for a
minimum standard of living. As such, their basic human needs cannot be
met. Poverty-stricken people and families may go without proper housing,
clean water, healthy food, and medical attention. Each nation may have its
own criteria for determining the poverty line and counting how many of its
people live in poverty.
What are the 2 types of
poverty ?
 Absolute poverty compares households based on a set income level. And
this level varies from country to country depending on its overall economic
condition.
 Relative poverty is when households receive 50% less than average
household incomes.

Which district in West Bengal is in poverty ?
West Bengal is India’s 4th most populous state in India with 91 million people, one
fifth of who are poor. After 2005, the state’s economic growth, which is driven
mainly by services, has been weak. So much that West Bengal grew at an even
slower pace than the country’s other low income states. Furthermore, consumption
inequality, which increased marginally after 2005, is close to the national average.
In West Bengal, the report said, high-poverty districts are Darjeeling, Jalpaiguri,
Coochbehar, North and South Dinajpur, Malda, Murshidabad, Nadia and Birbhum,
where between 41 per cent to 60 per cent of the people live below the poverty line.
Which district in Tamil Nadu is in poverty ?
Tamil Nadu is one of India’s richest states. Since 1994, the state has seen a steady
decline in poverty, with the result that today, Tamil Nadu has lower levels of
poverty than most other states in the country.. After 2005, Tamil Nadu was among
India’s fastest growing states, with growth being driven mainly by services.
Although consumption inequality in the state decreased slightly after 2005, it still
remains higher than in many other states. Vilupuram was identified as the poorest
district in Tamil Nadu in both income and human development.
Poverty level in West Bengal
Analysis shows pockets with high concentrations of poor population across the
state. More than a third of the population in Purulia district live in extreme poverty.
A closer look suggests that a large part of the poor population is settled near the
economically active areas, i.e., near agricultural cropland or the mining belt in the
rural or suburban part of the district. Similarly, Uttar Dinajpur, Malda, Birbhum and
Bankura districts display high concentrations of poor population in the mining-belt
areas.The rising unemployment rate in the state is the consequence of the slow
economic growth that has been instrumental in perpetuating poverty.
Poverty level in Tamil Nadu
Tamil Nadu is one of the most industrialized states and was the country’s
second largest economy in 2012. However, over 20 percent of the population
continues to live in poverty, which is particularly pronounced in rural areas
with high inequality and a large disabled population. A large portion of the
population depends on agricultural for their livelihoods, due to low skill levels
and weak access to credit and markets with which to engage the growing non-
farm sector.
REASONS OF POVERTY IN WEST BENGAL
A common facet of spatial poverty is geographical isolation. High
concentration of poverty is seen in areas with low transport services or in
close proximity to forests. The lack of easy access to markets that is typical
of forest areas contributes to the spatial concentration of poverty.
REASONS OF POVERTY IN TAMIL NADU
Among the causes ascribed for the high level poverty in India are its history
under British rule, large population, low literacy, societal structure
including the caste system and role of women, dependence on agriculture,
and the economic policies adopted after its independence.
STEPS TAKEN BY THE WEST BENGAL GOVERNMENT TO REDUCE POVERTY
 In West Bengal, the most notable and successful land reforms happened
because of the implementation of “Operation Barga”, majority
sharecroppers were provided the ownership of their land. - Earlier the
leasing-out of agricultural land was not banned in the state, but the
sharecroppers were not identified as tenants.
 Through concentrating on land reform initiatives, West Bengal has
minimized poverty. This includes the fair allocation of land to the needy,
which has made it possible for citizens to produce a certain amount of
capital income.
STEPS TAKEN BY THE Tamil Nadu GOVERNMENT TO REDUCE POVERTY
 The improvement in agriculture has resulted in an increase in income levels.
 The schemes in agriculture along with the diversification of crops have helped the
farmers along with the distribution of food grains by the government. These steps
has helped to reduce poverty in Tamil Nadu.
C0NCLUSION
Through this case study on “POVERTY” between West Bengal and Tamil
Nadu we came to know about the poverty ratio of both the states and the
precaution taken by the Government of both the states. We also came to
know about the new system, new schemes and budget planning for the
betterment of their people. So that the economic condition of both the states
can improve and the people can live a better life.
