Free TSLs kept between CSW and GPRS territory in order to avoid delays in CSW allocation.
However they reduce the capacity for GPRS.
It is a trade off based on level of service the operator wants to give for each service:
•If parameters are set for low number of free TSLs the CSW traffic blocking may be affected
•If parameters are set for high number of free TSLs there is less capacity for GPRS. A high value will als
cause more territory updates, reallocations and intra cell Hos.
Free TSL for CS Upgrade S10.5
Free TSLs kept between CSW and GPRS territory in order to avoid delays in CSW allocation.
if the number of TRX is 4 and we wish that the probability of a Downgrade 5 seconds after
an
Upgrade is less than 5%, the number of free TSLs that must be left after upgrade is 3 . The

Example:
if the number of TRX is 4 and and if we require a better than 95% availibility the number of free TSLs
that must be left after downgrade is at least 2. The parameter setting is
free TSL for CS downgrade (CSD)=95%
