PNP OPERATIONAL

PROCEDURES
Rule 1: Police Blotter

Each PNP Operating Unit shall maintain an


official Police Blotter, where all types of
operational and under-cover dispatches
shall be recorded containing the doctrine of
five (5) Wives and one (1) husband.
Rule 2: Inter-Unit Coordination

Team leaders of PNP Units operating


outside their AOR and National Support
Units shall Coordinate personally or
through official representative with the
concerned Territorial Police Office in
whose Jurisdiction will be conducted
Rule 3: Basic Requirements of Police
Intervention Operations

Generally, all Police Intervention


Operations (Arrest, Raids, Search
Seizure , Check Point) shall be
conducted:
1. With a mark Police Vehicle

2. Preferably lead by a Police


Commissioned Officer
3. With personnel and proper Police
Uniform
Rule 4: Warning by Use of Megaphone

During actual Police Intervention


Operations, IF FEASIBLE, the Team
Leader shall USE ALL PEACEFULL
means including use of MEGAPHONE
TO INFLUENCE / WARN Offenders
/suspects TO STOP/PEACEFULLY GIVE-
UP
Rule 5: Warning Shot

THE POLICE SHALL NOT USE


WARNING SHOT during any Police
Intervention Operations
Rule 6: Use of Deadly Force
The EXCESSIVE USE OF FORCE shall be AVIODED
Use of FIREARM is only JUSTIFIED by virtue of the
doctrine of:
1. Self Defense
2. Defense of Relative
3. Defense of Stranger
4. IF POLICE has PROBABLE CAUSE to believe that
SUSPECT posses AN IMMINENT DANGER of
DEATH/serious physical injury to the Police or
other persons.
Rule 7: REASONABLE FORCE
During ARMED CONFRONTATION, police
may use REASONABLE FORCE to
OVERCOME THE THREAT pose by the
SUSPECT.
Officer-in-charge of the operation shall
AT ALL TIMES EXERCISE CONTROLL over his
men in the area.
Shall ENSURE that NO INNOCENT
CIVILIAN is caught in the CROSS FIRE as a
COLLATERAL DAMAGE.
Rule 8: MOVING VEHICLES
Moving vehicles MAY NOT BE FIRED
UPON solely to DISABLE them.
DRIVER or other OCCUPANT of a
moving vehicle MAY BE FIRED UPON if
Police has PROBABALE CAUSE to believe
that SUSPECTS POSE AN IMMINENT
DANGER of DEATH to the police/other
persons.
The USE OF FIREARM DOES NOT
“CREATE A DANGER” to the PUBLIC.
Rule 9: THINGS TO BE DONE AFTER AN
ARMED CONFRONTATION
Immediately, the OIC shall:
1. Secure site of Confrontation
2. Check whether the situation still
POSES IMMINENT DANGER
3. Evacuate WOUNDED/DISABLED to
nearest hospital
4. Account for KIA, wounded and arrested
persons for proper disposition.
Rule 10: JUSRISDICTIONAL INVESTIGATION BY
THE TERETORIAL UNIT CONCERNED

The Police Unit which HAS


JURISDICTION of the AREA OF ARMED
CONFRONTATION, together with SOCO team
shall IMMEDIATELY UNDERTAKE the
necessary investigation and processing of
the SCENE OF ENCOUNTER.
If there is KIA suspect, shall submit the
incident for INQUEST before DUTY INQUEST
PROSECUTOR prior to REMOVAL OF THE
BODY from the crime scene.
