(SLPAs)

attaining specific objectives as a group

SLP Association Formation

This three (3) day activity is for the scheduling of the SLP Formation which
includes coordination with the barangay officials and dissemination via sending
of digital/automated SMS or any available means of communication.
i. All program participants pursuing the MD Track are required to be
members of an SLPA, composed of a minimum of five (5) and a
maximum of thirty (30) members. The members shall group
themselves depending on their chosen livelihood project/s based on
the result of the SLA, which may be based on their shared interests,
issues they intend to address, existing livelihoods or other shared
priorities;

This three (3) day activity is for the scheduling of the SLP Formation which

ii. The SLPA formation activities include leadership training and
organization building;

iii. The SLPA shall then be formalized through (a) electing their officer;
(b) developing their vision, mission, goals and objectives; (c) writing
and ratifying Constitution and By-Laws; and

iv. (a) Presentation, vetting, and finalization of the result of the initial
SLA; and (b) microenterprise feasibility guide and preparation of the
Modality Application Forms (MAF).
SLP Association Formation

After the SLPA Formation, the SLP-Regional Program Management Office


(SLP-RPMO) through the Regional Program Coordinator (RPC) shall issue a
Certificate of Eligibility (COE) to the SLPA to certify that they have complied
with the processes of SLP. The COE must be prepared at the provincial level
and countersigned by the PC prior to the approval of the RPC.
SLP Association Formation

After the issuance of the COE, the SLP-RPMO must prepare the “Endorsement
of SLPAs with COE” which will be forwarded to the Standards Unit as their basis
in issuing a Certificate of Accreditation (CoA) to the SLPAs. Once the SLP-RPMO
has provided the endorsement to the SU of the FO, the latter shall facilitate the
issuance of CoA to the SLPAs.

All eligible SLPA, EF participants and individual referrals with issued CoE may
immediately proceed to capacity building activities.

Roles and Responsibilities of the Elected Officials

● President
− leads, directs, and oversees the organization
− ensures that all members observe the rules and regulations
stipulated in the CBL
− assures peace, order, and deportment within the association
− embodies high-level of decision-making
− supervises tasks related to financial, marketing, implementation,
monitoring, and evaluation

− preside the General Assembly/ies and Executive Board Meetings
− review and approve all resolutions, communications, official reports,
and all other related documents of the Association
− approve individual loan application of other members from the
Association’s credit and savings facility (if applicable), upon the
recommendation of the Executive Board

Association
− represent the Association in his/her official capacity on occasions
and events as needed

Committee
− review and recommend new membership application for expansion
of the Association for approval of the Executive Board

− conduct investigation for any violation committed by any member
of the Association and recommend resolution to the Executive
Board for approval
− perform other duties as necessary

− facilitates meetings
− prepares calendar of activities and directory of the association
− document all proceedings of the general meeting/ assembly
including the attendance of the members for the approval of the
Executive Board

− consolidate, record and file all documents for report generation
− keep an inventory of all properties of the Association in
coordination with the Auditor
− perform other duties as necessary.

− receive payments, remittances and all other financial transactions of
the Association and issues acknowledgement receipt
− withdraw/deposit cash and check issuances for and required by the
Association
− Provide timely and accurate financial reports of the Association
every General Assembly and Executive Board Meeting

− maintain efficient and effective recording of all financial
transactions of the Association
− perform other duties as necessary

− audit the over-all general operation of the Association as well as
internal policies and procedures of the established enterprise.
− conduct financial audit pertaining to financial transactions
− ensure the quality standard of assets provided by identified supplier
through inspection
− conduct inventory and inspection of assets acquired by the
Association

● Auditor
− lead in the conduct of investigation on fraud, corruption, and other
related cases particularly on the misuse of funds
− must keep copies of transaction receipts from purchases and
payments to and from suppliers/service providers made by the
Association
− perform other duties as necessary
Expectations from the Elected Officials

1. Shall be knowledgeable about the association itself, its VMGO, and


typical bylaws.

2. Shall have common good characteristics of a good leader such as


being responsible, hardworking, approachable, open-minded,
transparent, accountable, punctual, trustworthy, humble, efficient,
creative, firm, ethical, and God-fearing.

the plenary.
Brief definition of the VMGO

− The VMGO stands for vision, mission, goals, and


objectives.
− Vision means the idea and/or plan that is being made
and visualized for the progress or development of an
entity in the future. Basically, vision focuses on what
the association/organization hopes to achieve in the
future.
Brief definition of the VMGO

− Mission statement is about how an entity will take steps


in achieving their vision. It includes the on-going steps,
activities, and operations that are being currently done.
− Goals are the desired outcomes achieved through
wide-ranging actions that help fulfill the vision of an
organization.

− Objectives are the things that the organization needs to


do in order to attain the set goals. Objectives include
specific targets and measurable actions to achieve the
goals

Importance of the CBL

• expresses identity of an organization -governs the whole


organization

Key Officials or Members that are In-Charge of the CBL

The elected officials of the organization shall be the


main actors and be part of the crafting of the CBL.
However, all active members of the organization will
also be part of the crafting and may suggest or
recommend suggestions.
