Short presentation
 IAM is an NGO operating in Albania, established to promote local democracy

and decentralization.
 IAM’ operational structure is made of governing bodies and executive staff.
 As actively involved in process of territorial reform and other

decentralization reforms, we have acquainted a vast experience and
knowledge in local government and are recognized as an important support
actor in training provision, lobbying, communication platform and
establishing partnerships.

Mission of IAM
 Institute for Albanian Municipalities is a civil society organization, works for

strong and sustainable cities, in the interest of progress and local, regional and
national developments, for good governance, for democracy, decentralization
and integration through assistance, research, professional studies and training,
using only legal and democratic means.
Purpose of IAM
 The main goals are:
 to strengthen the levels of local self-government, municipalities and

administrative units;
 to improve the leadership and management skills of local government bodies in

small units, related to the design of strategies, making policies and their
execution, increasing the effectiveness and efficiency of government in the
realization of services.
Objectives
• Increasing the administrative skills of civil servants and creating new capacities.
• Encouraging and promoting the use of human resources in administration and
management, engagement and gender equality.
• Support for reforms and deeper decentralization processes.
• Increasing the decision-making abilities of local and elected bodies, in deep and
rural areas,
• Support for the creation of work networks in activities and interests between small
units of local government. (Networks).
• Resolving legal and administrative conflicts. Support for local leadership.
• Increasing citizen participation in decision-making.
• Information system, openness and transparency of power and public consultations.
Target groups
 The Institute supports and assists local government units (Administrative Unit
and Municipality), local public administration, government and management
structures and bodies in these units, as well as central institutions at the local
level. Specifically:
• Employees of local administrations.

• Local elected officials, Chairman of the Council, councilors and Mayor.
• Individuals who aim to work in the local administration.
• Individuals aiming for a career in managerial duties and responsibilities.
• Heads of departments/ young and new in the professional career.
• Leaders of public enterprises in local units, etc.
• Other local actors who support the sustainable development of the local
government.

 On classification of problems in the local government bodies referring to the

factors present in the respective units, especially with the progress of the
decentralization reform, Yearly status report of LG etc etc.
 Assistance in the field of project design.

• Technical assistance and consultancy in the field of training.
• Technical assistance and consultancy in the field of personnel management and
administration restructuring.
• Assistance and consultancy for Municipalities in the implementation of Agenda
2030 and SDGs, New Urban Era and Smart City, Energy Efficiency etc.
• Assistance in investment planning, Local Economic Development etc.
• Assistance and consultancy in the drafting of regulations…..etc
The main focus of work
 Empowerment of IAM as a stakeholder in decentralization. IAM is

intended to serve as an educational and advocacy institution for Mayors and
local elected officials, civil servants involved in the decentralization and EU-
integration debate in Albania.
 Knowledge enhancement for Municipalities. The aim is to improve the
delivery of tasks and responsibilities with new methods and partnerships.
 Transparency and accountability enhancement addresses transparent
and participatory municipal management as a tool to increase accountability
of local politicians to their constituency.
 Organizational development to help improve municipal management, in
addition to contributing to the discussion on the transfer of competencies to
local government and the process of fiscal decentralization in Albania.
