• The neighboring cell list (NCL) contains information about external cells, which are served by surrounding base stations.
• For NR, the inter-RAT NCL records the E-UTRAN cell global identifier (ECGI), PLMN list, PCI, TAC, and DLEARFCN of the external cell.
• For E-UTRAN, the inter-RAT NCL records the NCGI, PLMN list, PCI, TAC, and DLARFCN of the external cell.

On the NR side: The NCL can be configured through ANR.
