 Other handover strategies (future versions)

• Load-based handover: Hand over UEs from a heavy-load cell to a light-load neighboring cell or
frequency to balance the loads between cells.

• Service-based handover: Configure differentiated handover parameters specific to service QCIs to


direct the traffic streams of these QCIs to desired target frequencies, thereby fulfilling the service
steering requirements.

• Distance-based handover: Hand over UEs to a neighboring frequency when their distance to the
serving cell is above a certain threshold. This function applies when a severe overshoot coverage
causes a coverage-base handover unable to be triggered even when the distance becomes very
large, helping prevent call drops.

• UL-quality-based handover: Trigger handovers when uplink signals are weak to thereby prevent call
drops caused by delayed handovers in the environment of bad uplink signals.

 After camping on a cell, a UE measures the signal quality of the cell and its neighboring cells and reselects
another higher-quality cell to camp on based on cell reselection criteria. In 5G RAN3.0, both intra-frequency and
inter-frequency cell reselection are supported.
 Neighboring cell priority
• For intra-frequency cell reselection, with the cell reselection priority being the same for the frequencies where the
neighboring cells operate, UEs ignore the reselection priority information.
• The cell reselection priority of the serving frequency is configured by the NRCellReselConfig.CellReselPriority
parameter.
• The cell reselection priority of a non-serving frequency is configured by the NRCellFreqRelation.CellReselPriority
parameter.
 Neighboring cell measurement for cell reselection
1. Conditions for triggering intra-frequency measurement:
• If the Srxlev of the serving cell is lower than the value of the IntraFreqMeasStartThld parameter, the UE starts intra-
frequency measurement to measure the RSRP values of other intra-frequency cells.
2. Conditions for triggering inter-frequency measurement:
• If a non-serving frequency has a higher reselection priority than the serving frequency, the UE starts neighboring cell
measurement for inter-frequency cell reselection regardless of the signal quality of the serving cell.
• If a non-serving frequency has an equal or lower reselection priority than the serving frequency, and the S rxlev of the
serving cell is equal to or lower than the value of the NonIntraFreqMeasRsrpThld parameter, the UE starts neighboring
cell measurement for inter-frequency cell reselection.

 Intra-frequency or equal-priority inter-frequency cell reselection:


1. Select the best cell.
The UE selects an intra-frequency neighboring cell with the best signal quality from these that meet criteria S as the highest
ranked cell and identifies the neighboring cells that meet the condition
: RSRP of the highest ranked cell. : RSRP value of a neighboring cell. rangeToBestCell: fixed to 3 dB (delivered in SIB2).
From the highest ranked cell and the neighboring cells that meet the preceding conditions, the UE selects the cell of which the
RSRP is greater than absThreshSS-Consolidation (fixed to 70 in SIB2) and the number of beams is the largest as the best cell. If
multiple cells meet this criterion, the UE selects the cell with the highest RSRP as the best cell.
2. Determine whether to reselect to the best cell.
The UE checks whether the best cell meets the following two conditions. If it does, the UE reselects to the best cell. If it does
not, the UE continues to camp on the serving cell.
 The best cell meets the cell reselection criteria (referred to as criterion R) consecutively for 1s.

: RSRP of the serving cell: Cell reselection hysteresis of a neighboring cell (specified by CellReselHysteresis). : RSRP of the
best cell: Offset for cell reselection (specified by NCellReselOffset in intra-frequency cases).
 The UE has camped on the serving cell for more than 1s.

• In the inter-frequency neighboring cell reselection time (fixed at 1s) broadcast in SIB4, S rxlev of the evaluated
neighboring cell is greater than threshX-HighP (configured by the HighPriReselThld parameter) broadcast in
SIB4.
• If multiple cells meet the condition, the gNodeB reselects to the neighboring cell with the highest R n.
2. Reselection to an inter-frequency cell with a lower cell reselection priority:
• No inter-frequency neighboring cells having a higher cell reselection priority meet the criteria for re-selecting to an
inter-frequency cell having a higher cell reselection priority.
• The UE has camped on the serving cell for more than 1s.
• In the inter-frequency neighboring cell reselection time (fixed at 1s) broadcast in SIB4, both of the following
conditions are met:
• Srxlev of the serving cell is smaller than threshServingLowP (configured by the
ServFreqLowPriRsrpReselThd parameter) broadcast in SIB2.
• Srxlev of the evaluated neighboring cell is greater than threshX-LowP (configured by the LowPriReselThld
parameter) broadcast in SIB4.

• If an event A2 report (the signal quality of the serving cell drops below a specific threshold) is reported, the
gNodeB stops the function.

• If the frequency in the report of event A4 related to frequency-priority-based measurements has the highest traffic
priority, the gNodeB starts the handover.
• If the frequency in the report of event A4 related to frequency-priority-based measurements does not have the
highest traffic priority, the gNodeB starts the timer (fixed at 2s) and waits for next measurement reports. After timer
expires, the gNodeB chooses the inter-frequency neighboring cell having the highest traffic priority among those
reported in this period for the handover.

• The intra-RAT handover preparation and execution are the same as those of the intra-frequency handover. See
slides 18, 19 and 20 for details.

In NSA&SA mixed networking scenarios, the gNodeB determines whether to start a handover based on the configuration of
NrNetworkingOption and UE capabilities.
Maintenance policies for NrNetworkingOption:
1. The CME consistency check and network-wide synchronization function ensure the accuracy of external NR cell
configurations.
2. NrNetworkingOption can be manually configured.
3. When ANR is enabled, the NrNetworkingOption parameter value can be automatically updated by triggering the U2020
query and Xn update.
