(LSB) or Provincial School Board (PSB), their experience/s
as an LSB-Teacher shall earn points only if the contract is
attached in the pertinent documents and duly signed by the
Municipal Mayor/Provincial Governor;

(Attach only relevant trainings which are directly related to
the subjects or areas of concentration to be taught or to the

for an applicant in JHS major in Mathematics, or NC2 in

Submission and Receipt of Applications

All interested applicants to vacant


positions, whether internal or
external to DepEd, shall submit the
documentary requirements needed for
evaluation/selection.
Important Note
The applicant assumes full responsibility and accountability on the
completeness, authenticity, and veracity of documents submitted, as evidenced
by the Omnibus Sworn Statement / CAV, signed by the applicant.

The HRMO and/or sub-committee (AOII) shall check and verify the
completeness, authenticity, and veracity of the documents submitted. Any false
and fraudulent document submitted shall be ground/s for disqualification.
Important Note
Individuals who failed to submit the
documentary requirements on the set
deadline indicated in the Official
Memorandum / Call for Applications
shall warrant exclusion from the pool
of official applicants
INITIAL EVALUATION OF
APPLICANTS’
QUALIFICATIONS
Initial Evaluation Report (IER) Form
• The IER shall be posted in at least 3 conspicuous physical
places.

• Application codes shall be used to conceal the identity and personal


information of the Qualified and Disqualified applicants and in
adherence to the Data Privacy Act.
Applicants shall be notified of the results of the initial evaluation through official
communication channels that can be verified, recorded, and preserved, such as
but not limited to:
•formal written communications;
•electronic mail using the official office e-mail account; and
•official social media accounts, and other means of
communication.

Telephone call and short messaging service may be used only to accompany the
above-mentioned channels.
Based on the HRMO recommendation, the Head of Office may designate sub-committee/s
in the schools, districts, or offices, as deemed practicable, to assist the HRMO in the conduct
of initial evaluation and perform functions as may be defined by the HRMO such as:

• document review and appreciation


• verification of authenticity and veracity of application documents
• notification of applicants.

The sub-committee/s, however, shall only serve as an assistorial


body.
The HRMO shall maintain full responsibility and accountability in
the results of the initial evaluation, and therefore, shall be
responsible in responding to queries and complaints pertaining to
the initial evaluation.
REMINDERS/TIPS
1. Upon receipt of applications, the HRMO shall encode in the IER the
personal information of applicants based on the submitted Personal
Data Sheet (CSC Form 212);
2. The HRMO shall then cull-out the documents necessary for the
initial evaluation based on CSC minimum QS:

• Training
• Experience
• Eligibility

3. The HRMO shall then assess the documents:

For the EDUCATION criterion:


Units and/or degree relevant to the position to be filled(i.e.
Kindergarten, Elementary, JHS, SHS)
•For Teaching positions, ensure that the Transcript of Records
reflects the appropriate Bachelor’s Degree. BSEE is not qualified for
JHS teaching positions.

•For School Administration positions, ensure that the required


number of Masteral units are met.
REMINDERS/TIPS

For the ELIGIBILITY criterion:


▪Ensure that the applicants meet the required Eligibility for each positions
(e.g. Level 1 and Level 2 positions)
▪Secure a copy of the CSC List of Equivalent Eligibility for Non-Teaching
and Related Teaching position
(e.g. PD 907, Barangay Official Eligibility, Veteran Preference Rating Eligibility, etc.)

▪Ensure to consider the appropriate Eligibility


(e.g. RA1080 - Teacher, Nurse, Accountant, etc.)
REMINDERS/TIPS
For the TRAINING criterion:
▪Hours in Curriculum and Instruction and/or other specialized training for
skills development in fields related to work, duties, and responsibilities for
Teacher I acquired in the last 5 years.
▪For SHS training may be those relevant to the learning area, specialization,
or strand
▪Ensure the Relevance of the trainings attended by the applicants
▪Ensure that the applicants meet the required number of hours
REMINDERS/TIPS
For the EXPERIENCE criterion:
▪Ensure the authenticity of the Certificate of Employment of applicants
outside DepEd
(e.g. must be signed by the HR or the Dean of the school or institution);

▪Ensure that the Special Order of Designation is signed by the


Appointing Authority only and not by any other official
▪Ensure that the Service Records of the applicants are updated
reflecting their latest profession achievement in terms of promotion...

3. After the Initial Evaluation, the HRMO prepares the list of QUALIFIED
and DISQUALIFIED applicants;

4.In case of doubt, consult the HRMPSB.

5.In case necessary, create sub-committee/s.

6. The HRMO may recommend to the Head of Office the creation of


sub-committee/s to assist in the conduct of Initial Evaluation,
depending on the need:

• Volume of applications
• Multiple vacancies
• Geographical area
