Learning Outcome 1.2.:


Interpret TVET overall guidelines
Topic of the session (N0:2): Interpretation of TVET overall guidelines

Objectives:

At the end of this session the learner should be able to:

1. Describe clearly UNESCO Strategies for TVET


2. List correctly seventeen SDGs (Sustainable Development Goals)
for the World development.
3. Explain correctly of vision 2020 in Rwanda.
4. Explain appropriately National Strategic for Transformation.
TVET overall guidelines
a. UNESCO strategy for TVET (2016-2021)

Purpose:
 To support the efforts of Member States to enhance the relevance of their TVET systems
and to equip all youth and adults with the skills required for employment, decent work,
entrepreneurship and lifelong learning.
 To contribute to the implementation of the 2030 Agenda for Sustainable Development as
a whole.
b. SDGS: Sustainable Development Goals

The 17 sustainable development goals (SDGs) to transform our world:


GOAL 1: No Poverty
GOAL 2: Zero Hunger
GOAL 3: Good Health and Well-being
GOAL 4: Quality Education
GOAL 5: Gender Equality
GOAL 6: Clean Water and Sanitation
GOAL 7: Affordable and Clean Energy

Note:
The education sector focus on SDG 4 (Quality Education) and SDG8
(Decent Work and Economic Growth)
c. Vision 2020

• Vision 2020 is Rwanda’s long-term development plan adopted in 2000


• Expected outcome of the vision:
 Transform Rwanda into a middle-income country whereby Rwandans are
healthier, educated and more prosperous
 Making Rwanda a united and competitive nation both regionally and globally.
• It emphasizes skills development as an essential pre‐condition for sustainable
economic growth
• comprehensive human resources development is considered to be necessary
for achieving middle income status
d. National Strategic for Transformation: NST 1( 2017-2024)

• NST 1 is the 7-year Government program


Its pillars are:
● Economic Transformation with goal to accelerate inclusive economic growth and
development founded on the Private Sector, knowledge and Rwanda’s Natural
Resources
● Social Transformation aiming with goal to develop Rwandans into a capable and skilled
people with quality standards of living and a stable and secure society.)
● Transformational Governance with goal to consolidate Good Governance and Justice as
building blocks for equitable and sustainable National Development.
e. Economic Development and Poverty Reduction Strategy, EDPRS II
(2013-2018)

• The main goal of EDPRS: speed up Rwanda’s progress towards becoming a middle-
income status country and creating a better quality of life for all Rwandans
• EDPRS II thematic areas:
(1)Economic Transformation (2)Rural Development
(3)Productivity and Youth Employment (4)Accountable Governance
• The TVET focus more on thematic area number 3: Examples of issues to be addressed
for the thematic area are Productivity and Youth Employment
f. Education Sector Strategic Plan (ESSP):

Purpose of ESSP:
ESSP elaborates on how the education sector will strive to achieve its mission
and provides the foundation for education sector planning for the next five years
Three (3) overarching goals:
• Promoting access to education at all levels,
• Improving the quality of education and training, and
• Strengthening the relevance of education and training to meet labor market
demands.
g.TVET Policy

• TVET policy is established in April 2008 ended in 2015


• TVET Policy responses are:
• Improved understanding of skill needs in economic sectors
• Improved (horizontal and) vertical pathways
• Develop the human capacity within the TVET system
• Improved coordination of TVET-initiatives

• Improve TVET facilities and its sourcing


• Expand the availability of responsive curriculum offer in TVET
• Improving the attractiveness of TVET
• Increased employer engagement in TVET
• Increased equitable and inclusive TVET
• Sustainable Innovative financing mechanisms in TVET
h. Workplace Learning (WPL) Policy

❖ The mission of the policy


To nurture and facilitate the development of workplace learning systems in Rwanda that
are owned and driven by employers/industry, adequately respond to the skills needs of
the growing Rwandan economy and provide an avenue towards formal qualifications
recognized on the Rwandan National Qualifications Framework.
h. Workplace Learning (WPL) Policy

Vision
❖ To unleash Rwanda’s potential of workplace training and learning through the
development of modern apprenticeship training, and increased internship
and attachment opportunities, in order to ensure that skills development for
new labor market entrants responds to the needs of the labor market and
assists an increasing number of Rwandan youth to find employment and
participate in the country’s development.
