MOBILE TELEPHONES

• Purpose of these instructions


Prohibiting students from using mobile telephones at school.
• Schools concerned by these instructions
➢ Public, Government subsidized and private nursery, primary and
secondary schools.
➢ Schools operating in Rwanda applying foreign curricula and to technical
and vocational schools below the level of higher education.

● Responsibilities of school management and parents


 explain to students the risks of using mobile telephones at school such as the
distraction, attraction to drugs and other misbehavior attitudes.
 check all students to prevent the entry of mobile telephones to the school
compound. Parents must ensure that their children do not take mobile
telephones to school.

Sanctions to the management in case of violation of these instructions


• In case the management of a school concerned by these instructions fails to
observe its responsibilities as provided by these instructions, the school head
teacher is given administrative sanctions in accordance with relevant laws.
• In case a private school or a school operating in Rwanda applying foreign
curricula continues not to respect these instructions, the competent public
organ takes against it severe measures, which may include its closure.

Sanctions to students in case of violation of these instructions


• In case a student fails to observe the provisions of these instructions, the
management of the school calls the parent for a joint discussion to recall
together, the risks associated to the use of mobile telephone at school.
• The parent and the student sign a commitment indicating that the fault will no
longer be repeated.
• In case the student repeats the same fault, he or she is definitively dismissed
from the school.

❑ Repealing provision
All prior provisions of instructions contrary to these instructions are
repealed.
❑ Commencement
These instructions come into force on the date of their publication in the
Official Gazette of the Republic of Rwanda.
2. EDUCATION ORDERS

Education orders are of three categories: Presidential order, Prime Minister Order
and Ministerial order.

Purpose of this Order


This Order governs working relations between a teacher in a nursery, primary, secondary and technical
and vocational school and his or her employer.
Scope of application
This Order applies to teachers of public and Government subsidized schools as follows:
1° nursery schools;
2° primary schools;
3° secondary schools;
4° technical and vocational schools below the level of higher education (TVET).
Presidential order no 064/01 of 16/03/2020 establishing special
statutes governing teachers in nursery, primary, secondary and
technical and vocational schools

• Repealing provision

Presidential Order nº 24/01 of 24/11/2016 establishing special statutes governing teachers


in nursery, primary and secondary education and all prior provisions contrary to this Order
are repealed.
• Commencement

This Order comes into force on the date of its publication in the Official Gazette of the
Republic of Rwanda. It takes effects as of 16/03/2020.

▪ Purpose of this Law
This Law determines the organization of education.
▪ Mission of education
The mission of education in Rwanda is to provide all and in an inclusive manner with quality
education to solve problems in order to achieve sustainable development.
LAW N° 010/2021 OF 16/02/2021 DETERMINING THE
ORGANISATION OF EDUCATION

▪ Repealing provision
Law nº 23/2012 of 15/06/2012 governing the organization and functioning of nursery,
primary and secondary education, Law No 44/2015 of 14/09/2015 governing students
loans and bursaries, Law n° 01/2017 of 31/01/2017 governing the organisation and
functioning of higher education and Law n° 36/2018 of 29/06/2018 governing education
as well as all prior and contrary legal provisions are hereby repealed.
▪ Commencement
This Law comes into force on the day of its publication in the Official Gazette of the
Republic of Rwanda. It comes to effects as of 16/02/2021
