Handover&Fast Return from GSM to WCDMA
 This feature enables the basic interworking between the GSM
network and the WCDMA network, realizing the benefits as
follows:
 Make use of the stable GSM network to bring the seamless service in the
GSM/WCDMA combined coverage area, guaranteeing the users’ experience
without service interruption.
 Make use of the repeated GSM network to share partial traffic of the WCDMA
network in the high traffic area, decreasing the construction costs in the first
phase of WCDMA network, so as to reduce the investment risk of the
operators.

Idle Status Cell Reselection (GSM->WCDMA)

Search for cells if signal level is below (0 - 7) or above (8 -


15) threshold
0 = - 98 dBm, 1 = - 94 dBm, … , 6 = - 74 dBm,
Qsearch_I 7 =  (always) 0-15
8 = - 78 dBm, 9 = - 74 dBm, … , 14 = - 54 dBm,
15 =  (never).
Default value =  (never).

 The system broadcast message SI2quater sent by the GSM


system on the BCCH or extended BCCH channel describes the list
of WCDMA adjacent cells and cell reselection control parameters,
one of which is Qsearch_I.

Idle Status Cell Reselection (GSM->WCDMA)

 After measurement of WCDMA cells is performed for a certain


period of time, the MS obtains the RSCP (or RSSI) value or Ec/No
value of the CPICH channel and compares the same with the
reselection parameter FDD_Qoffset and FDD_Qmin.

Applies an offset to RLA_C for cell re‑selection


to access technology/mode FDD
FDD_Qoffset 0 = -  (always select a cell if acceptable), 0 – 15
1 = -28 dB, 2 = -24 dB, … , 15 = 28 dB.
Default value = 0 dB.
A minimum threshold for Ec/No for UTRAN FDD
cell re-selection,
0= -20dB, 1= -6dB, 2= -18dB, 3= -8dB, 4= -
FDD_Qmin 0-7
16dB, 5= -10dB, 6= -14dB, 7= -12dB.
Default value= -12dB.

Idle Status Cell Reselection (GSM->WCDMA)

 A UE can reselect the UTRAN adjacent cell if the following 3


requirements are satisfied:
 RSCP >= FDD_Qoffset + RLA_C, that is the RSCP of this adjacent cell is higher
than the average receiving level RLA_C of this cell
 RSCP >= FDD_Qoffset + RLA_n, that is the RSCP of the adjacent cell is higher
than RLA_C of all adjacent GSM cells by at least FDD_Qoffset (FDD reselection
offset) for more than 5 seconds (FDD_Qoffset of the cell increases by 5dB to
prevent pingpong reselection if the cell is reselected 15 seconds earlier)
 Ec/No >= FDD_Qmin, that is Ec/No (code-noise ratio) of this adjacent cell is
larger than or equal to designated FDD_Qmin

PS Cell Reselection (GSM->WCDMA)

 When BSS supports PBCCH channel, it can send the related


parameters of PS inter-system cell reselection to MSs through
the system message Packet System Information Type 3 quarter.
 When BSS does not support or is not configured with PBCCH, it
can send the measurement and control parameters of cell
reselection to MSs through SI2quater message in BCCH.
 In addition, it can send the related parameters of inter-system
cell reselection to MSs in active status through the Packet Cell
Change Order or Packet Measurement Order.

to the operator’s strategy.

 This feature enables the prioritized network strategy based on
the service indicator. The suitable network mode is selected by
the users, improving the flexibility for multiple Radio Access
Technology (RAT) network interworking.

 This feature enables the basic interworking between the GSM network
and the Long Term Evolution (LTE) network, which makes the GSM/LTE
terminal reselect from GSM to LTE, thus realizing the convergence of
GSM network and LTE network.

Cell Reselection

The cell reselection from GSM to LTE is divided


into the idle mode and the connected mode
according the GSM/LTE terminal status. Set two
different groups of parameters to send to the
GSM/LTE terminal, and then realize the cell
reselection by the GSM/LTE terminal.

GSM/LTE Cell Reselection

 Cell reselection from the GSM network to the LTE network is


classified into idle state cell reselection and connected state cell
reselection.
 Reselection related parameters are set at the GSM network side
and sent to the GSM/LTE dual-mode UE through a system
message.
 The cell reselection process is completed by the GSM/LTE dual-
mode UE.
 The cell reselection algorithm from the GSM network to the LTE
network is based on the cell priority, different from the existing
cell reselection algorithm from the GSM network to the 3G
network.

NACC from LTE to GSM

 This feature enables the Network Assisted Cell Change (NACC) from LTE
to GSM, which reduces the receiving system information time for
GSM/LTE terminals access to the new GSM cell, and shortens the time
delay caused by cell reselection, thus improving the users’ perception
for the network quality.

NACC from LTE to GSM

 Through the existing RIM procedure of NACC, the LTE cell gets the GSM
cell’s system information through RAN Information Request process,
and BSC reports the changes of the GSM cell’s system information to
the LTE cell through RAN Information Send process.
 This feature requires the GSM/LTE terminal, LTE and CN to support it.
