AGRARIAN REFORM

POLICIES
UNDER MARCOS
1. Land Reform: a process of redistributing land
from the landlords to tenant-farmers in order that
they will be given a chance to own a piece of
land improve their plight.
2. Agrarian Reform: concerned with the total
development of the farmer's economic, social,
and political transformation. It is defined as the
rectification of the whole system of agriculture
PERTINENT LAWS OF AGRARIAN
REFORM UNDER MARCOS REGIME:

• RA 6389 (Amendments to the Agricultural land


Reform code of 1971)
- Known as Code of Agrarian Reform in the
Philippines.
- It was signed for the creation of Department of
Agrarian Reform (DAR) to implement the
Agricultural land reform programs.

RA. 6390 ( AGRARIAN REFORM
SPECIAL FUND ACT OF 1971)

• It was created to provide an immediate source of


funds to finance the agrarian reform programs of
the government.
PRESEDINTIAL DECREE NO.2

Declaring the entire Philippines as a land


reform area

• It was signed on September 26,1972


• It enjoined all agencies and office of the
government to the Department of Agrarian
Reform. It also activated the Agrarian Reform
coordinating Council.
PRESEDINTIAL DECREE NO.27

• It was signed on October 21, 1972


• Known as the Tenant Emancipation act of 1972
• Decreeing the emancipation of tenants from the bondage
of the soil, transferring the land they till and providing the
instruments and mechanism.
• Emancipated all tenant farmers working on private
agricultural lands devoted to RICE and CORN, whether
working on land state or not. The system was
implemented through a system of share cropping or
lease-tenancy.
PRESEDINTIAL DECREE NO.27

• The tenant farmers shall be deemed owner of a


family sized farm (5) hectares if not irrigated and
(3) hectares if irrigated.
• The land owner may retain an area of not more
than 7 hectares if such land owner is cultivating
such are or will now cultivate it.

• The value of the land is is fixed at two and a half


times the average harvest of 3 normal crop
years.

• The land shall be paid in 15 years with 6%


interest rate.
• No title unless a farmer is not a full fledge
member of duly recognized farmers cooperative.
• Title is not transferable except by hereditary
succession.

Cons

• Only rice and corn were the focus of the


agrarian reform.
• Eviction of tenants and hiring workers instead.
