“Juvenile Justice and Welfare Act” (JJWA)

▪ defines the Juvenile Justice and Welfare System as a system


dealing with children at risk and children in conflict with the law,

▪ A system which provides child-appropriate proceedings, including


programmes and services for prevention, diversion, rehabilitation,
re-integration, and aftercare to ensure their normal growth and
development.

“Child in Conflict with the Law” or CICL refers to a child who is


alleged as, accused of, or adjudged as, having committed an
offence under Philippine laws.

“Child at Risk” or CAR refers to a child who is vulnerable to and at


the risk of committing criminal offences because of personal,
family and social circumstances.
VISION of RA 9344

▪ A society that promotes and protects the rights of


children in conflict with the law (CICL) and
children at risk (CAR) under a restorative justice
and welfare system.
GOVERNMENT’S VISION FOR CHILDREN
▪ It is part of the government’s overall commitment to build
an enabling environment that respects, protects and
fulfils the rights of all children as enshrined in the
Convention on the Rights of the Child (CRC) of which the
Philippines is a signatory.

(Juvenile Justice and Welfare Act)
requires the Juvenile Justice and
Welfare Council (JJWC) to periodically
develop a comprehensive 3 to 5-year
comprehensive national (and regional)
juvenile intervention program.
CNJIP Member-

is a multi-sectoral, inter-agency agencies

response plan designed to attain


the goal of reducing the number
of new cases of CICL, and Member-

rehabilitating and reintegrating all agencies

of them with their families and


communities.

THE CHALLENGE IS AT THE BARANGAY LEVEL:


Actions happen at the Barangay level.
Context
▪ A Manual on the Formulation of CBJIP was developed in 2020.
▪ This will be used nationwide by Barangays with support from
LGUs (LSWDO and M/CLGOO), and RJJWC, and Regional DILG.
▪ The Manual has been rolled-out/tested in 10 Barangays.
▪ Trainers in facilitating the formulation of the manual as also
been undertaken.
▪ Now we are ready to conduct the training on the formulation of
CBJIP all over the country.
WORKSHOP OBJECTIVES
By the end of 3 days, a draft Comprehensive Barangay Juvenile
Intervention Program (CBJIP) would have been formulated with:

▪ Situation Analysis of CICL and CAR


▪ Causality Analysis of CICL and CAR
▪ Theory of Change in responding to CICL
▪ Change Strategies to achieve the Goal of the CBJIP
▪ Results Framework that will serve as your CBJIP
▪ Workplan for the completion of the CBJIP
