IWAHIG PRISON
AND PENAL FARM
This facility was established during the
American occupation. It was however, during the
Spanish regime that Puerto Princesa was
designated as a place where offenders sentenced
to banishment or exile.
IWAHIG PRISON
AND PENAL FARM
 Also known as “prison without walls”.
 First prison established during the American
period built on November 16, 1904.
 Originally named as Luhit penal settlement.
 Governor Luke Wright authorized the
establishment of a penal colony in the province of
Palawan.
 Act No. 1723, an act classifying the settlement as
a penal institution in 1907.
 The land area was expanded to 41,007 hectares by
virtue of E.O. 67 issued by Governor Newton on
October 15, 1912.
A.O. NO. 20
Administrative Order No. 20, this order
allowed the distribution of colony lands for
cultivation by deserving colonists. The order also
contained a list of qualifications for colonists who
wished to apply for a lot to cultivate;
 the conditions of the settler’s stay in his land,
 loan requirements and marketing of the settler’s
produce.
 Lots granted did not exceed six hectares.

 The prison was patterned after Pennsylvania’s
George Junior Republic.
 They were allowed to live in dormitories, engage in
agricultural activities, and create and sell handcrafts.
 They also received education and skills training.
 Later, some inmates were allowed to have their
families live with them

 Confine incorrigible prisoner with little
hope of rehabilitation.

FARM
 Prisoners of iwahig are those long-term
prisoners who passed the probationary
period.
 Purpose was to relieve the congestion in
New Bilibid Prison in Manila.

 A merit system was devised for the prisoners and

vocational activities were offered. These included

4. Carpentry
5. Hospital paramedical work
 Prisoners could choose the vocational activities
they wanted.
 Tagumpay Settlement – each released prisoner
awardee is given a six – hectare farm lots as
homestead.
