CONSTITUTIONS AND BY-LAWS OF THE

ARCHDIOCESAN COMMISSION ON YOUTH


MINISTRY

IN THE PAROCHIAL LEVEL


ARTICLE 1: NAME AND COMPOSITION
1.1: The Parish Youth Ministry
1.1.1 The Parish Youth Ministry shall be called the
(name of the parish) Youth Ministry.
1.1.2 It is composed of the youth organizations and
chapel youth ministries included in the Parish.
1.2: The Parish Youth Ministry Council (PYMC)
1.2.1 The PYM Council is composed of the Parish
Priest; Parish Youth Coordinator (PYC) and the Parish
Youth Leader (PYL).
ARTICLE 1: NAME AND COMPOSITION
1.3: The Parish Youth Ministry Coordinating Council
1.3.1 The Parish Youth Ministry Coordinating Council or PYMCC is
composed of the Parish Priest; Parish Youth Coordinator (PYC) and the
Parish Youth Leader (PYL) and heads of the youth organizations and chapel
youth ministries.
1.3.2 Its function is to coordinate programs and information throughout the
PYM.
1.3.3 The PYMCC aims to foster camaraderie and unity among the young
people in the parish;
1.3.4 It should serve as a venue for the exchange of formation programs and
modules;
1.3.5 It should help in the preparation and proposes programs to its youth
organizations and barangay youth ministries;
1.3.6 The council should provide formation programs and training of youth

1.4: The PYM Officers are the following that come from the PYMCC.
a. PYMC (Parish Priest, PYC, PYL)

ARTICLE 2: DUTIES AND
RESPONSIBILITIES
2.1: Duties and Responsibilities of the PYMCC
2.1.1 The PYMCC functions as the consultative body of the PYM.
Thus, it formulates reviews, approves and evaluates all policies,
plans and programs of the PYM.
2.1.2 It studies, amends, and ratifies guidelines.
2.1.3 It coordinates all parish activities to all its youth organizations
and barangay youth ministries.
2.1.4 It has the authority to appoint, suspend, impeach and expel
officers of the PYMCC.
2.1.5 Members are obliged to re-echo proceedings of all
meetings, conferences and the likes to their respective youth

ARTICLE 4: ROLES AND FUNCTIONS
OF THE COUNCIL AND OFFICERS
4. 1: The Spiritual Director / Parish Priest
4.1.1 Oversees and ensures efficient implementation of PYM’s
goals, programs and activities;
4.1.2 Represents the PYM in meetings and conferences;
4.1.3 May act as a resource person during parish programs and
activities;
4.1.4 Presides over the PYMC meeting prior to the PYMCC meeting.
4.1.5 Supports spiritually and morally the youth ministers;
4.1.6 Conducts a once-a-year friendly visit to the member youth
organizations and chapel youth ministries.
4.1.7 He can decide if the need arises.

4.2: The Parish Youth Coordinator
4.2.1 Oversees and supports the implementation of PYM’s goals, programs
and activities.
4.2.2 Ensures proper channeling and coordination of information and
activities of the PYM.
4.2.3 May act as a resource person during parish programs and activities;
4.2.4 Presides over the PYMCC meetings in the absence of the PYL.
4.2.5 Coordinates with the Parish Priest and PYL.
4.2.6 Promotes harmonious relationships among youth ministers in the
parish.
4.2.7 Represents the PYM in the VYM and other gatherings.
4.2.8 Conducts a once-a-year friendly visit to the member youth

4.3: The Parish Youth Leader
4.3.1 Monitors programs and activities of the PYM.
4.3.2 Represents the PYM in Vicariate gatherings and meetings.
4.3.3 May act as a resource person during parish programs and activities;
4.3.4 Provides the agenda of the meeting to the secretary.
4.3.5 Coordinates with the Parish Priest and PYC.
4.3.6 Presides over PYMCC meetings.
4.3.7 Promotes harmonious relationships among youth ministers in the
parish.
4.3.8 Conducts a once-a-year friendly visit to the member youth
organizations and chapel youth ministries.

4.4: The Parish Youth Secretary
4.4.1 Ensures proper communication among members of
the PYMCC.
4.4.2 Documents all annual report of plans, activities and
accomplishments of the PYM.
4.4.3 Ensures proper documentation of all PYMCC
meetings and conferences.
4.4.4 Informs the PYMCC on the agenda at least a week
before the meeting.
4.4.5 Calls the meeting upon the order of the PYMC.

4.5: The Parish Youth Treasurer
4.5.1 Takes charge of all funds, receipts, disbursements
and book of accounts of the PYMCC.
4.5.2 Prepares and presents financial reports for every
PYM activities and monthly and annual financial reports
to the PYMCC duly audited by the auditor and certified by
the PYMC.
4.5.3 Responsible to the safeguarding of funds of the
PYM.
4.5.4 Submit financial report to the Auditor.

4.6: The Parish Youth Auditor (Finance)
4.6.1 Verifies the accurateness of the
Financial reports prepared by
the PYT.
4.6.2 Ensures the completeness of all the
supporting documents to the
financial reports.
4.6.3 Audits assets and stocks inventory

4. 7: The Committee Chairperson on Formation
4.7.1 Spearheads the preparation and
implementation of the PYM
formation programs.
4.7.2 Organizes and facilitates the PYM
Speaker’s Bureau.
4.7.3 Selects at least three (3) members
from the PYMCC.

4.8: The Committee Chairperson on Liturgy
4.8.1 Spearheads the preparation of liturgical and para
liturgical celebrations of the PYM.
4.8.2 Selects at least three (3) members from the PYMCC.
4. 9: The Committee Chairperson on Service
4.9.1 Takes charge of the physical preparations of PYM
activities.
4.9.2 Spearheads the preparation and implementation of
the PYM outreach programs.
4.9.3 Selects at least three (3) members from the PYMCC.
ARTICLE 5: THE PROCESS OF
ELECTION
5.1: The Right, Number and Casting of Votes
5.1.1 Each member youth organizations and chapel youth
ministries will be allowed one (1) vote only
with the parish priest.
5.1.2 In case of the absence of the leader of the youth
organization or chapel youth ministries, official
delegates/representatives with duly
accomplished authorization letter signed by any of
the head of the youth organization or chapel youth
ministries.
5.1.3 The number of votes cast shall be determined by secret

5.2: Frequency/Venue of Elections and the Commencement of
Appointments.
5.2.1 Elections shall take place every two years on the 3 rd
Sunday of December during the PYMCC
monthly meeting.
5.2.2 A nomination takes place on the 3rd Sunday of November
during the PYMCC meeting.
5.2.3 The Induction shall be held on the 16 th of December in
line with the celebration of the National Youth Day.
5.2.4 Commencement of appointments shall take place after the

5.3: Number of Votes and Definition of Absolute Majority
5.3.1 Prior to casting of votes, the Electoral Body shall determine
the number of voters present and the number of votes that can be cast.
5.3.2 Majority wins.
5.3.3 Election may only proceed if there is quorum.
5.3.4 The PYMC should be present during the election.

5.4: The Electoral Body


5.4.1 The Electoral Body shall accept a minimum of two and a
maximum of four nominees for every office.

5.5: Qualifications
Only the following shall be considered for nominations and elections:
5.5.1 He/She must be 13 – 39 years old and single.
5.5.2 He/She must be an active member on his/her respective youth
organization.
5.5.3 Only the leader of each youth organization and chapel youth ministry
are qualified for the following positions:
 Parish Youth Coordinator
 Parish Youth Leader
 Parish Youth Secretary
 Parish Youth Treasurer
 Parish Youth Auditor
 Committees Chairperson

5.6: Nominations In-Absentia
Anyone who is absent during the nomination is qualified if:
5.6.1 He/she is informed before the nomination; and
5.6.2 He/she is qualified for the position.
5.7: Resignations
In case elected officers resign during their term, he/she shall submit a
resignation letter to the Parish Priest. This shall be presented in one of the
meetings of the PYMCC. A replacement shall be chosen, by way of an
election during the closest PYMCC meeting after the resignation has been
accepted. The Parish Priest has the authority to temporarily appoint if election
is not possible to fill up the vacant position.

5.8: Grounds for the Declaration of a Vacant Position
5.8.1 Three consecutive absences to a meeting without proper
notification.
5.8.2 When the officer expresses his/her unavailability to serve by
the presentation of a Formal Letter of Resignation stating the reason.
5.9: Term of Office
5.9.1 The PYMCC shall elect its officers that will serve for two (2)
years, with a maximum of two terms.
5.9.2 The PYC and PYL should submit a resignation letter in case a
new Parish Priest is appointed by the RCA.

ACTIVITIES
6.1: Objectives of the Parochial Activities
6.1.1 To implement the three (3) Goals of the Youth Ministry.
6.1.1.1 To establish and strengthen the youth’s relationship
with Christ. (Liturgy)
6.1.1.2 To provide opportunities for personal
growth.(Formation)
6.1.1.3 To encourage community
involvement.(Service/Outreach)
6.1.2 To maximize resources within the parish.
6.1.3 To strengthen the leadership qualities of the youth
leaders/ministers.

6.2: Monthly Meetings
6.2.1 Purposes
6.2.1.1 Strengthening of the spiritual and moral aspect of the
youth ministers/leaders
6.2.1.2 Discussion of Agenda
6.2.1.3 Monitoring and updating of Activities
6.2.1.4 Socializations (optional)

6.2.2 Frequency
6.2.2.1 The regular monthly meeting is every Third Sunday of
the month.
6.2.2.2 The PYMC can call for a special meeting as the need

6.2.3 Attendees
6.2.3.1 The head of each youth organizations and barangay
youth ministries should attend meetings.
6.2.3.2 In case the head cannot attend the meeting, qualified
youth leaders can substitute, but who must be:
6.2.3.2.1An experienced youth leader who is
a member of the youth organizations
and barangay youth ministries.
6.2.3.2.2Must be able to decide/speak for
their organization and barangay.

6.2.4 Venue
6.2.4.1 The meeting will depend on the schedule of the
host youth organization or chapel
youth ministry that will be schedule during
the Conference.

6.2.5 The meeting will be presided by the PYL, in the


absence of the PYL, the PYC will take charge.

6.2.6 The order of the meetings, whenever possible, shall be:
6.2.6.1 Opening Prayer 6.2.6.2 Calling the Roll
6.2.6.3 Reading of the minutes of the last meeting 6.2.6.4 Correction and

6.2.7 A quorum shall constitute of fifty percent (50%) plus one (1).

6.3: PYMCC Conference (Evaluation and Planning)
6.3.1 Objectives
6.3.1.1 To evaluate the previous year’s activities
6.3.1.2 To plan for activities for the coming year
6.3.1.3 To review guidelines every two years alternately with
the election.
6.3.1.4 To amend guidelines
6.3.2 Participants
6.3.2.1 Parish Priest, PYC and PYL
6.3.2.2 Head of each Youth Organization and Barangay Youth Ministry
6.3.2.3 Two qualified youth members from Youth Organization and
Barangay Youth Ministry

6.3.3 Venue and Date
6.3.3.1 The venue for the conference shall be determined by
the PYMC two months before the conference
itself
6.3.3.2 The conference shall be held upon the agreement of
the PYMCC.
6.3.4 Notification
6.3.4.1 A pre-registration form should be distributed which will
then be submitted to the parish secretary a month
before the conference.

6.3.5 PYMCC Conference Program
6.3.5.1 The Conference will be at least two–day affair
6.3.5.2 The following is the proposed outline of the Conference:
6.3.5.2.1 First day
 Registration
 Formation
 Orientations
 Reading and approval of the minutes of the last conference
 Conference Proper, business meetings
6.3.5.2.2 Second Day
 Continuation of unfinished business of the first day
 Concluding Eucharist
 Socializations

6.4: Parish Youth Day
6.4.1 Objectives
6.4.1.1 To renew the spiritual and formation growth of the
youth of the parish.
6.4.1.2 To unite the spirit of camaraderie and faith among the
youth of the parish.
6.4.1.3 To exchange youth experiences and learning among
the youth ministers and members of the parish.
6.4.1.4 To empower the youth

6.4.2 Frequency, Venue and Date
6.4.2.1 The Parish Youth Day is held every two years
pattern to the Archdiocesan Youth Day and
Vicariate Youth Day.
6.4.2.2 Host organization/barangay for the next Parish Youth
Day will be determined by the PYMCC
during the ongoing Parish Youth Day.
6.4.2.3 The date of the Parish Youth Day will be held upon the
decision of the host organization/barangay.
6.4.3 The host organization/barangay in coordination with the
PYMCC takes care of the matters of program, theme, logistics
and other pertinent issues with regards to the Parish Youth Day.

ACTIVITIES
6.4.4 Participants
6.4.4.1 Any active youth of the youth organizations and
barangay youth ministries who are at least 15
years old. The PYMCC together with the host
organization/barangay shall
determine the number of participants per youth
organizations and barangay youth
ministry.
6.4.4.2 Only registered participants are allowed to participate
in the activity.
6.4.5 Guests and Visitors
6.4.5.1 A separate registration for expected Guests and

 These guidelines may be amended in whole or in
part by an absolute majority of the ACYMCC
present during the Conference.
