E- Governance

Dr. Paromita Chakraborty, Surendranath College

 The advancement in information technology has a profound
impact in the country’s economy. The government recommended
that each ministry must allocate 2-3 per cent budget on IT
promotion. Today IT and internet has emerged as a handy tool to
design public services and deliver them electronically.
 Today IT is changing the way people communicate and interact
with each other. Today e-mail, tele conferencing and video
conferencing have an impact on social interaction and
Introduction communication.
 E- governance is a government ‘anytime anywhere.’ The
objective is to offer all government related services online. This
helps in speedier and efficient delivery of public services,
reducing costs, improving service quality. Hence e- governance
is the use of ICT in all levels of government in order to provide
service to the citizens.
 E- Governance is linked with the development of computer
technology. However in case of India it began from the 1990s
onwards. The stages of e-governance are as follows:
 A. Computerization- it began with the availability of computers
in a large number of offices.
Stages of e-  B. Networking- sharing of informations and date flow between
governance various government entities.
 C. Online presence- there was a need to maintain presence on
the websites.
 D. Online interactivity- opening up communication channels
between government entities and the citizens.
 There are various types of interactions in e-governance:
 A. Government to government- increasing flow of information
and services between various government entities as well as
between various national and state governments through

Types of information technology.

 B. Government to citizens- an interface created between the
interactions in government and the citizens which enables citizens efficient

e- governance delivery of public services. It also gives citizens choice to

interact with the government through internet, telephone, e mail
etc.
 C. Government to employee- interactions between the
government and employees through ICT.
 Information technology act, 2000 has been introduced to
accelerate the induction on IT in various sectors of the
economy. It provides legal frameworks regarding electronic
transactions, electronic filing etc.
 Hence today there is an increased need to use web technologies
to create electronic networks between citizens and government.

Conclusion  It is possible for a citizen to pay taxes and other dues

electronically such as income tax, sale’s tax. This would reduce
personal contacts with the government.
 It is easier now to file complaints electronically.
Hence today computers make coordination better and cheaper
today decision making can be done quickly and cheaply and it is
easier to take note of the grievances of citizens.
