REPUBLIC ACT 9514
1. When an exit requires protection through separation from other parts of the building,
the separation must meet specific criteria:
a. For exits connecting three or fewer stories , the separation must have a one-hour fire
resistance rating.
b. For exits connecting four or more stories , the separation must have a two-hour
resistance rating and be constructed of noncombustible materials, supported by
construction with a two-hour fire resistance rating.
c. Any openings in the separation must be protected by approved self-closing fire
resistive doors.
d. Openings in exit enclosures should be limited to those necessary for access and egress.
2. No exit enclosure shall be used for any purpose other than for means of egress.
D. Occupancy Load
1. The width of means of egress shall be measured by clear width starting from the
narrowest point of the egress component under consideration.
2. Projections of not more than one hundred fourteen millimeters (114 mm) at a maximum
height of nine hundred sixty five millimeters (965 mm) within the means of egress on each
side shall be permitted.
F. Minimum Width
The width of any means of egress shall not be less than nine hundred fifteen millimeters
(915 mm) except when specifically provided under Division 8 to Division 20 of this
Chapter.
1. Each balcony, mezzanine, or floor section must have at least two exits, unless exceptions
are specified.
2. If the occupant load is between 500 and 1000 , there must be at least three exits; for loads
exceeding 1000, there must be at least four exits.
3. The occupant load of each floor determines the required number of exits, ensuring they
are not reduced in the direction of exit travel.
4. At elevator access points, only doors necessary for elevator operation are allowed, which
must be easily opened from inside the elevator.
5. Elevator lobbies must provide access to at least one exit without requiring special effort
or tools.
2. When exits aren't immediately accessible, passageways must lead directly to every exit,
allowing occupants access to at least two exits by separate routes.
3. Corridors should provide exit access without passing through other rooms.
Means of egress shall be so arranged that there are no dead-end pockets, hallways, corridors,
passage ways or courts, whose depth exceeds six meters (6 m) unless otherwise specified in
individual occupancies by Divisions 8 through 20 of this Chapter.
1. The maximum distance to the nearest exit must comply with occupancy-specific limits outlined
in the regulations. Travel distance is measured from the farthest point of occupancy, curving
around obstacles, and ending at the exit doorway. In open areas or small rooms with up to six
occupants, the distance is measured from any point in the room to the room's door, with a
maximum of 15 meters allowed.
2. For open stairways or ramps serving as exit paths, the distance includes travel on the stairway
or ramp and from its end to reach an outside exit.
3. If any part of the exterior exit access way is within 3 meters of an unprotected building
opening, the distance to the exit includes the travel length to ground level.
K. Access to Exits
1. Doors leading to exits or exit access ways should be side-hinged and swing in the
direction of exit travel.
2. Exit access should not be through rooms like bathrooms or bedrooms unless
specifically required, such as for serving those rooms or adjoining spaces in single-
family dwellings.
3. Exit access ways and doors must be clearly recognizable as exits, with no
decorations, draperies, or mirrors that could confuse their purpose.
4. Exit access should avoid leading toward areas of high hazard occupancy unless
protected by suitable partitions
1. Exterior balconies, porches, galleries, or roofs may serve as exits if they meet
specified requirements.
2. These exterior routes must have smooth, level floors and guards on unenclosed
sides as per regulations.
3. A clear, unobstructed path of travel must be maintained, with no barriers
dividing the space into sections. Any obstructions must be removed or relocated,
and permanent barriers may be installed to prevent encroachment.
4. Dead-end sections of exterior exit access routes should not exceed six meters in
length.
5. Any exterior features projecting from a building, such as galleries or balconies,
must meet width and arrangement regulations outlined in the division.
1. Exits must lead directly to a public way or an exit discharge area, ensuring safe access for all
occupants.
2. Up to 50% of exits may discharge through areas on the same floor, provided specific
requirements are met, including unobstructed access to the exterior and fire protection measures.
3. Stairs and other exits shall be so arranged as to make clear the direction of egress to the
street.
a. Exits from upper floors must facilitate downward travel without necessitating upward
movement before reaching the outside. Exceptions are allowed for stairs linked to overhead or
underfloor exit passageways serving only the ground floor. b. Stairs extending beyond the floor
of discharge must be interrupted by partitions or doors at that level. Additionally, measures
should be in place to prevent occupants from continuing past the discharge level during
emergency evacuation.
4. Stairs, ramps, bridges, balconies, escalators, moving walks and other components of an exit
discharge shall comply with the detailed requirements of this Division for such components.
5. Exits may be accepted if they discharge onto roofs or other sections of the building, provided
safety standards are met and approved by the Fire Marshal.
6. The exit discharge shall be so arranged to meet the remoteness criteria in NFPA 101, and
marked to make clear the direction of egress travel from the exit discharge to a public way.
a. The area at the exit discharge level must be separated from lower areas by construction
meeting the fire resistance rating specified for exit enclosures.
b. In atriums, lower levels can remain open to the discharge level if the discharge level is
adequately protected.
N. Headroom
The minimum headroom shall not be less than two meters (2 m) nor any
projection from the ceiling be less than two meters (2 m) from the floor.
