3 Introduction

 Audit Online : A web-based application developed by Ministry of
Panchayat Raj to facilitate online auditing of rural local bodies (RLBs) and
other government departments and institutions . The application is
integrated with eGramSwaraj for fetching various account reports and is
configurable for both internal and external audits .

The Central Finance Commission allocated substantial grants to rural local
bodies under panchayats , necessitating efficient tracking and periodic
monitoring of fund flows . The 15th Finance Commission expressed concerns
about the lack of audited accounts at the local level , emphasizing timely
availability . To address this , a holistic mechanism was proposed for
planning , monitoring , and real time documentation of audit processes .
Streamlining information flow was crucial , leading to the pilot test pf
PRIASoft-PFMS Interface for the 14th Finance Commission accounts in
FY2019-20 . The initiative aimed to extend Audit Online to other Panchayat
schemes gradually , enhancing transparency and scaling up the process .

 A single Platform for the entire government to use , with a robust , scalable enterprise
version that meets the needs of all state department .
 Renounces the traditional audit process by implementing an online system for auditing that
is lucid , accountable and streamlined and is integrated with eGramswaraj for fetching
varied account reports .

 Seamless mapping audit processes between assessors and auditees followed by ATR `
 Helps to identify potential areas for improvement and determine their importance

 Auditing of accounts helps to determine how the funds provided by the government were
actually used and to identify factors that contribute to suboptimal use. It helps to monitor
the use of government assistance and to clarify annual accounts as representing a true and
fair picture of PRI affair in the public interest . Online auditing will make it easier to
access records that can be monitored at the district , state and centre level
 Some suggestions includes prioritize cybersecurity , provide comprehensive training and
awareness , real-time monitoring , software updates , using secure cloud-based storage ,
digital documentation , feedback mechanism etc.
