engineering in the Philippines, A new role
for the civil engineer has likewise evolved
in the light of globalization and cross-
border practice.
ARTICLE 1
-TITLE OF THE ACT AND DEFINITION OF TERMS
SECTION 1. TITLE OF THE ACT
This act shall be known as the “Civil Engineering Law.”

SECTION 2. DEFINITION OF TERMS


a. The Act defines civil engineering broadly, covering consultation, design,
planning, construction supervision, and demolition of various structures
including roads, bridges, buildings, and irrigation systems. It also includes
infrastructure like airports, ports, and tunnels. Importantly, the Act
acknowledges that civil engineering extends beyond the listed items to
encompass any other work requiring civil engineering expertise and application.

b. The term "civil engineering" as used in this Act shall mean a person duly
registered with the Board of Examiners for Civil Engineers in the manner as
hereinafter provided.
ARTICLE 2
-BOARD OF EXAMINERS FOR CIVIL ENGINEERS
SECTION 3. COMPOSITION OF BOARD
A Board of Examiners for Civil Engineers is to be established
within thirty days of the Act's approval. It will consist of a
chairman and two members appointed by the Secretary of
Public Works and Communications. Members serve three-year
terms, with initial appointments staggered. Each member must
take an oath before assuming duties. The Secretary has the
authority to remove members for various reasons after a proper
investigation and may appoint temporary replacements during
the process. Vacancies are filled for the remainder of the term
only.
SECTION 4. POWERS AND DUTIES OF THE BOARD
The Board of Examiners for Civil Engineers has the authority, as per
the Act, to administer oaths, issue, suspend, and revoke certificates of
registration for civil engineering practice. It can grant certificates of
recognition for advanced studies and specialized training, subject to
the Secretary of Public Works and Communications' approval. The
Board investigates violations of the Act, issues subpoenas, inspects
educational institutions offering civil engineering courses, and
safeguards standards in the profession. The Director of Public Works
and/or authorized representatives act as agents of the Board for
enforcement. The Board can issue rules and regulations with the
Secretary's approval, adopt a code of ethics, and have an official seal
for document authentication.
SECTION 5. QUALIFICATION OF BOARD
MEMBERS
Each member of the Board shall, at the time of his/her appointment:

a. Be a citizen and resident of the Philippines;


b. Be at least thirty years of age and of good moral character;
c. Be a graduate of civil engineering from a recognized and legally constituted school, institute,
college or university;
d. Be a registered civil engineer duly qualified to practice civil engineering in the Philippines;
e. Have practiced civil engineering, with a certificate as such, for a period of not less than ten years
prior to his appointment;
f. Not a member of the faculty of any school, institute, college or university where civil engineering
course is taught, nor have a pecuniary interest in such institutions;
g. No former members of the faculty of any school, institute or university where civil engineering is
taught can become a member of the Board unless he had stopped teaching for at least three
consecutive years.
SECTION 6. FEES AND COMPENSATION OF
BOARD
The Board of Examiners for Civil Engineers charges a fee of forty pesos for each
examination application, payable upon submission. Additionally, twenty pesos are
charged for each certificate of registration. Members of the Board receive five
pesos for examining each applicant. Government-employed civil engineers serving
on the Board receive this compensation in addition to their regular salary. All
expenses of the Board, including compensation, are covered by appropriations and
paid through the Bureau of Civil Service.

SECTION 7. ANNUAL REPORT


The Board shall, at the end of each fiscal year, submit to the Secretary of Public
Works and Communications a detailed report of its activities and proceedings
during the period covered by the fiscal year ended.
CIVIL ENGINEERING
LICENSURE EXAMINATION
(CELE)
CELE
Under Republic Act No 544 as amended by Republic Act No
1582, a technical written examination is required by the board of
Civil Engineering of the Professional Regulation Commission
(PRC) for all applicants to obtain a civil engineering license in
the Philippines. The PRC holds a Civil Engineering Licensing
Examination twice a year by the Professional Board of Civil
Engineering.
CELE QUALIFICATIONS
In accordance with Section 12 of the Civil Engineering Law, before the date of the
examination, the following requirement shall be met by the applicants to take the
CELE:
• Applicants must be a Filipino citizen;
• Applicants must be at least 21 years of age upon filing of the application;
• Applicants must be of good moral character; and
• Applicants must be a graduate of a five-year civil engineering course from an
institute, university, or college that is acknowledged and recognize by the
government.
CELE REQUIREMENTS
Applicants for the licensure exam must present the following civil engineering
board exam requirements listed below to their preferred PRC Regional Office on
their scheduled application appointment:

• Birth Certificate
• Transcript of Records
• Marriage Certificate
• NBI Clearance
• Payment fee of Php 900.00
• Two Certificates of Good Moral Character from any 2 of the institutions
mentioned: School, Barangay, Church, Employer

CELE PASSING GRADE
