Also know as the Civil Engineering Law,
which governs the practice of civil
engineering in the Philippines, A new role
for the civil engineer has likewise evolved
in the light of globalization and cross-
border practice.
ARTICLE 1
-TITLE OF THE ACT AND DEFINITION OF TERMS
SECTION 1. TITLE OF THE ACT
This act shall be known as the “Civil Engineering Law.”
b. The term "civil engineering" as used in this Act shall mean a person duly
registered with the Board of Examiners for Civil Engineers in the manner as
hereinafter provided.
ARTICLE 2
-BOARD OF EXAMINERS FOR CIVIL ENGINEERS
SECTION 3. COMPOSITION OF BOARD
A Board of Examiners for Civil Engineers is to be established
within thirty days of the Act's approval. It will consist of a
chairman and two members appointed by the Secretary of
Public Works and Communications. Members serve three-year
terms, with initial appointments staggered. Each member must
take an oath before assuming duties. The Secretary has the
authority to remove members for various reasons after a proper
investigation and may appoint temporary replacements during
the process. Vacancies are filled for the remainder of the term
only.
SECTION 4. POWERS AND DUTIES OF THE BOARD
The Board of Examiners for Civil Engineers has the authority, as per
the Act, to administer oaths, issue, suspend, and revoke certificates of
registration for civil engineering practice. It can grant certificates of
recognition for advanced studies and specialized training, subject to
the Secretary of Public Works and Communications' approval. The
Board investigates violations of the Act, issues subpoenas, inspects
educational institutions offering civil engineering courses, and
safeguards standards in the profession. The Director of Public Works
and/or authorized representatives act as agents of the Board for
enforcement. The Board can issue rules and regulations with the
Secretary's approval, adopt a code of ethics, and have an official seal
for document authentication.
SECTION 5. QUALIFICATION OF BOARD
MEMBERS
Each member of the Board shall, at the time of his/her appointment:
• Birth Certificate
• Transcript of Records
• Marriage Certificate
• NBI Clearance
• Payment fee of Php 900.00
• Two Certificates of Good Moral Character from any 2 of the institutions
mentioned: School, Barangay, Church, Employer
