• Voting is by preferential method, voter can give his preference for candidates as 1, 2, 3 and so on and
may give preferences for all contesting candidates using Violet Sketch Pen only in International / Roman

Initial Counting
• RO will read out and explain the provisions of Section 128 of the Representation of the People Act, 1951,(Secrecy
of Voting) to those present and also explain the procedure for counting to the Counting Supervisors and Assistants.
Thereafter, commence the counting.
• POSTAL BALLOT PAPERS
• Open Outer Cover(13C)
• Declaration (13A)
• Check if Correct(Sign, Seal, Competent Officer) WRONG if: No sign, No seal, No declaration
• Separate envelope, SEAL, Note down contents briefly
– If Declaration is Valid, Open Inner Cover (13B)
– Take Out Postal Ballot
– Mix With Regular Ballot Papers
• Ballot Boxes are to be brought from strong room and distributed round wise to all tables: =146/7: 21 Rounds.
• The ballot boxes are to be opened in presence of counting agents after breaking seal and Ballot papers have to be
counted without showing the contents of ballot paper to the counting agents and tallied with Ballot Paper Account
in Form No.16.
• Postal Ballot papers and ballot papers found in the ballot boxes are to be thoroughly
mixed and bundled in 25 ballot papers per bundle with Rubber Bands. Last Bundle may
be Less Than 25.
• In the Mixing Table the 25 Ballot bundles are to be thoroughly mixed again.
• These mixed ballot paper bundles have to be distributed to counting tables depending on total number of votes
cast, ensuring all tables receive equal numbers in each round (1000/ 500/ 450 etc) with residual ballots for the last
table.
• The first stage of counting will then start with scrutiny for separation of valid Ballot papers and invalid Ballot
papers.
Postal ballot
1.Covers in Form 13C containing postal ballot papers received after the hour fixed for
the commencement of the counting of votes should not be opened.
2.Covers in Form 13C received in time should be opened one after another. As each
cover is opened, take out the declaration in form 13A and the cover in Form 13B
and scrutinize the declaration.
3. If the declaration in Form 13A is not found in the cover or the declaration has not
been duly signed and attested or attested by an Competent officer the cover in
form 13B should not be opened.
4. The serial number of ballot paper appearing in the declaration is different from the
serial- number on the cover in Form 13B the cover containing the postal ballot
paper should not be opened.
5. Each such rejected cover should be endorsed suitably and the declaration and cover
should be replaced in the cover in Form 13C.
6. The covers in Form 13B should be opened one after another and the ballot papers
contained therein taken out.
7. The stamp of “Postal Ballot Paper” (placed on back side of ballot papers) must be
checked on each ballot paper received by post.
8. These postal ballot papers must not be unfolded until these are mixed with other
ballot papers taken out from the ballot boxes, for scrutiny /counting.
First Stage of Counting
• At each counting table one by one the bundles of 25 ballots will be
opened, and each ballot shown to counting agents at that table and
placed in the tray for each candidate according to Preference marked “1”
in International form / Kannada / Roman numerals. A sheet of English,
Kannada and Roman numerals must be given to each counting table & RO
Table.
• The Invalid Ballot papers should be placed in the Tray marked “Rejected”.
Reasonable opportunity to the candidates or their agents for inspection
of invalid ballot papers (without allowing them to touch the same). If a
dispute is raised about borderline cases, the same may be treated as
“Doubtful” and the decision of the RO may be obtained on the same.
• RO should have a rubber seal with possible decision options which he
may tick appropriately and sign.
• The number of ballot papers for every candidate so separated should be
kept in separate parcels (covers) and this is called Main Parcel for that
candidate.
• Candidate wise votes secured which are main Parcel are 1st preference
votes gained by the respective candidates.
Numerals

• Numerals other than International form, Kannada or Roman
used or combination of numeral forms used for preferences

Not Invalid Votes
– Numeral 1 marked multiple times in the column
of the same candidate or written in the panel of
the candidate
– Mark is largely in the column of one candidate and
smudge due to wrong folding or small part falls in
another candidates columns
– Faint thumb impression or smudge impression left
inadvertently by the elector on the ballot paper
while handling it because of the presence of the
ink on his thumb which was put to obtain it on the
counter foil

Second Stage of Counting : Quota Calculation, Elimination of Least Preferred
Candidate & Transfer of Votes
• After first preference votes are counted candidate wise check for the candidate reaching
quota.
• If Quota is reached – declare the result.
• If Quota has not been reached by any candidate the candidate securing the least 1 st
Preference votes to be eliminated by way of distribution of 2 nd or next preference of votes of
the main parcel of that candidate to other candidates
• All ballot papers on which the second preference has not been marked at all or has not been
validly marked in the prescribed manner as discussed earlier, shall be treated as exhausted
papers and shall not be counted further;
• Exhausted ballot paper:
– the names of two or more candidates, whether continuing or not, are marked with the same figure
which is next in order of preference
– the marked figure is not following consecutively after some other figure on the ballot paper
– the name of the candidate next in order of preference, whether continuing or not, is marked by more
than one figures;
• Ballot papers thus distributed to each continuing candidate shall be arranged in a separate
sub-parcel for each candidate;
• Value of votes in each sub-parcels of continuing candidates shall be credited to the candidate
concerned;
• If by so adding the value of the additional votes credited to each continuing candidate, any
candidate secures the quota, then he shall be declared elected; If not the procedure will be
repeated on un-exhausted votes of the candidate with lowest vote
• If only one candidate is remaining after elimination, he will be declared even if he does not
reach quota
• Transfer of un-exhausted ballot papers to the different continuing candidates is on the basis
of next preference or next available preference recorded on each ballot paper, ignoring all
preferences recorded for excluded candidates
