requiring resettlement
2. Site clearance
capability
• Base legal document: Clause 1, Article 87 of the
2013 Land Law

• Need for site clearance: 27.48 ha

The expected number of households eligible for

resettlement:
• Hong Bang District: 1,325 households (500
main households and 825 secondary households)
• An Duong district: Households did not have to
make resettlement arrangements.
2. Site clearance
capability
Proposed resettlement area in Thuy Nguyen district:
• Resettlement area in Ngu Lao commune:
⚬ Scale: 19.7 hectares
⚬ Serving the resettlement needs of 887 households
⚬ Investment preparation period: 2023-2025

these are locally available resources.
ASSESSMENT OF
COMPETENT
AGENCIES ON
ENVIRONMENTAL
IMPACTS
Construction phase
1. Impacts

Biodiversity Solid waste Surface water quality

Reclaim 118.52 ha of land Excess soil or dredged materials from construction The volume of suspended solids and oil
(including 1.2 ha of protective leakage from construction equipment
forest land), affecting about 1,541 Hazardous solid waste from the concentration of
households machinery and construction vehicles. Heavy rainfall can carry pollutants into
river areas, potentially polluting the water
source.
Construction phase
2. Solutions
• Water spraying
• Use registered vehicles and
machinery Store separately in
• Regular cleaning of soil, sand containers and storage

• transporting it to the wastewater treatment plant
• contributing to water security for over half of Hai Phong's population and facilitating aquaculture and
livestock production
=> Over 1 million people will benefit from the improved water quality of the Re River, representing over half of
Hai Phong's population and ensuring water security.
2. Development of backward regions

The project will directly benefit the residents living along the two banks of the Re River
• Facilitating transportation
• Increasing land values for both residential and commercial purposes
=> Bringing direct benefits to both residents and the city government.
2. Development of backward regions
Healthcare Cost Savings
Save 10% on their annual medical bills upon project implementation
