Conclusion
• The project is in line with the policy of prioritizing the use of official development
assistance (ODA) capital according to the provisions of Article 5, Decree
114/2021/ND-CP dated December 16, 2021 of the Government of Vietnam on
management and use ODA capital and preferential loans from foreign donor
→ Using 100% ODA capital from World Bank.
• The Upgrading of the Re River Environment Project complies with State's legal
documents, regulations, and preferential regimes.
→ It is necessary to develop mechanisms and policies to deploy project
investment, ensuring transparency, and mechanisms to monitor, manage and effectively
use ODA capital.

The project addresses environmental concerns:
• collecting wastewater along the Re River
• transporting it to the wastewater treatment plant
• contributing to water security for over half of Hai Phong's population and facilitating aquaculture and
livestock production
=> Over 1 million people will benefit from the improved water quality of the Re River, representing over half of
Hai Phong's population and ensuring water security.
