CONSTITUTION AND BY

LAWS OF THE

YOUTH OF IGLESIA
FILIPINA
INDEPENDIENTE
PREAMBLE
We, the Youth of Iglesia Filipina Independiente, imploring the aid and
guidance of the Almighty God, through Jesus Christ and the Holy
Spirit, affirming the distinct heritage and tradition of our revered
nationalist Church, binds together to establish a strong and united
Youth of the Iglesia Filipina Independiente an fellowship that will
foster unity among us, nurturing us all to be active participants in
promoting, advancing and upholding the teachings and mission of the
Iglesia Filipina Independiente and to commit ourselves in service to the
people of God particularly, those who are downtrodden, the poor,
deprive and oppress and to prepare ourselves for a more meaningful
and relevant service to our churchand society, do hereby, promulgate
and abide this constitution.
Article I :
NAME, LOCATION
AND THE
OFFICIAL SEAL OF

Section 1: The name of the organization shall be the


Youth of the Iglesia Filipina Independiente with an
acronym; YIFI.

Section 2: It shall have its main office at the Youth


Center, IFI National Cathedral, 1500 Taft Avenue,
Ermita Manila.

Article II : DECLARATION OF
PRINCIPLES
AND OBJECTIVES
ARTICLE II: DECLARATION OF PRINCIPLES AND OBJECTIVES

Section 1: The Youth of the Iglesia Filipina


Independiente acknowledge Jesus as Lord and
Savior, affirm and commit itself to the Lord's
teachings as proclaimed and implied in the
Declaration of Faith and Articles of Religion of the
Iglesia Filipina Independiente.

Section 2: It shall faithfully adhere to the


official policies, programs and structure of
the church and teachings of the Bible and
play a vital and integral part in the total
ministry of the church.

Section 3: It will affirm the following historical and biblical role of the Youth:

Jeremiah 1:4-10 - the prophetic calling


Joel 2:28 - the visionary role
John 6:1-13 - the feeding of the 5,000
1 Timothy 4:12-16 - the exampler
Philip 2:1-9 - self denial/selflessness
Luke 2:41-51 - the iconoclast

Section 4: It shall foster ecumenism to


our youth and to promote the spirit of
understanding and cooperation with other
youth groups as it seeks to serve God and
society.

Section 5: It shall respond and uphold the


interest, rights and well-being of those who
are downtrodden in spirit, poor, deprive and
oppress in affirmation of the mission of
Jesus Christ (Luke 4:18).

Section 6: It shall strive to strengthen the


unity of the Youth of the Iglesia Filipina
Independiente and prepare them for church
leadership and complete service to the
people of God.
Article III : MEMBERSHIP
ARTICLE III: MEMBERSHIP

Section 1: Youth from all parishes and missions are encouraged


and entitled to join the Youth of the Iglesia Filipina
Independiente.

Age. Automatic qualifying age is 13 to 35 years old; above this


age any youth married and unmarried has the option to remain
in the sector.
ARTICLE III: MEMBERSHIP

Section 2: Eligibility
A. All baptized young members of this church are eligible
for membership.
B. All candidates for membership shall undergo orientation
seminar conducted by the leaders of the Youth sector.
C. Candidates must prove observant on church
membership guidelines and policies.
D. Candidates must be active in all church activities.
ARTICLE III: MEMBERSHIP

Section 3: Categories of Membership

A. Active members are those who are regularly paying their financial
obligation and dues of the youth sector, and who are regularly actively
participating in church activities.

B. Nominal or in-active members are those who only pay their


membership fee.

C. All members are issued “Certificate of Membership” upon registration.


Article IV : OFFICERS

Section 1: Officers

A. There are 6 officers of this organization that shall


consists of the President, Vice President, Treasurer,
Secretary, Auditor and Community Relation Officer
(CRO), who shall be elected by the youth's delegates
constituting a quorum by majority vote during the
Convention (National, Diocesan, Parish and Chapel
Convention).

chairperson of the Diocesan Board and ex-
officio member of all committees

inherent to his office, render a report of the activities
of the organization to the Diocesan Council,
Diocesan Convention and Youth Congress

1. Shall assist the President in the discharge of
his/her duties and shall preside in all meetings in the
absence of the President.
2.Shall act as the over-all coordinator of all
committees of the organization.

following duties and responsibilities;

1. Shall keep the minutes of all meetings of the Board and
Congress.
2. Shall act as the custodian of all records of the organization.
3. Shall send out notices of meetings and compile reports of the
organization.

Section 3: Duties and Responsibilities. The officers shall have the


following duties and responsibilities;

D. The Treasurer
1. Shall be the custodian and disbusing officer of all funds of the
oganization.
2. Shall be one of the signatories of the bank account of the
organization.
3. Shall submit financial report every time the Board and
Congress officially meet.

Section 3: Duties and Responsibilities. The officers shall


have the following duties and responsibilities;

1. Shall audit all funds of the organizations receive by the
Treasurer and affix his/her signature to all financial reports.
2. Shall keep an updated inventory of all properties of the
organization.

the following duties and responsibilities;

1. Shall assist the President in keeping the members and all
the concern duly informed of the organization through such
medium as the radio, the press or bulletins and newsletter.
2. Shall perform such other functions as the Executive
Board/Executive committee may designate.
Article V : GOVERNMENT
ARTICLE V : GOVERNMENT

Section 1: The Congress (Diocesan). It shall


compose all officers, representatives, all parish
and mission presidents, and nine (9) parish
delegates. It shall be the highest governing and
policy-making body of the sector. It shall meet
once a year (for Diocesan Level). The venue and
date shall be determined by the preceding
Congress.
ARTICLE V : GOVERNMENT

Section 1: The Congress shall perform the following


instructions;

A. To confirm the elected members of the Executive


Board.
B. To approved the annual budget of the organization.
C. To act upon the programs and projects of the
organization.

D. To act upon the organization and individual


appeals of members relative to disciplinary matters
which are within the jurisdiction ofthe Congress.
E. To act upon the amendments/revision to the
Constitution and By-laws of the organization.

F. To propose recommendations to the Conventions


on matters beneficial for the total faith, life and
witness of the Church.
G. To create committees if may deemed necessary for
the interest of the organization in general.

following instructions;

H. To perform such other acts and functions that


may be assigned to it by the Bishop, Diocesan
Council/Diocesan Convention and by delegates
of the National Youth Convention.

Section 2: The Board. It shall compose of all


officers, representatives and parish presidents. It
shall meet at least twice (2) a year.

Section 3: The Executive Council. It shall compose


of all officers, representatives. It shall meet at least
four (4) times a year. It serve as the implementing
or executive body.
ARTICLE V : GOVERNMENT

Section 4: The Parish Hopping. It shall compose of all


officers, representatives and parish and mission
presidents. It shall meet bi-monthly or six (6) times a year.

Section 5: The Parish Congress. It shall compose of all


parish officers, chapel officers, a minimun of ten (10)
delegates from each chapel and all sectoral members in
the central. It shall meet once a year.
ARTICLE V : GOVERNMENT

Section 6: The Parish Executive Council. It shall


compose of all parish officers and all chapel
presidents. It shall meet four (4) times a year.

Section 7: The Chapel Executive Council. It shall


compose of all chapel officers and all chapel youth
members. It shall meet regularly.
Article VI : COMMITTEES

The YIFI committees shall be pattern


after the Diocesan Committees. Special also
be for specific purposes and functions.
These Committees shall be accountable to
the Congress and Board.
Article VII : MEETINGS

Section 1: Quorum. It is according what is


prescribed by the Canons of the Church.

Section 2: Absences. For officers incurring


three (3) unjustified absences, the attention of
the concerned is called upon and asked about
her/his interest.

Section 3: Order of Business. The format of the order of business


practiced in the diocese shall be followed.

Section 4: Proceedings. The existing sets of parliamentary rules


are expected to govern the conduct of meetings.

Section 5: Venue. Meetings are rotated around the parishes and


missions in the diocese.
Article VIII : FINANCES

All financial effort of the YIFI Organization of


this diocese shall be consistent with the primary
functions of the organization which is to support the
whole program of the Church. It shall be the duty of
every member of the organization to contribute any
undesigned income to the organization.
ARTICLE VIII : FINANCES

There are three categories of financial obligations


for the Diocesan Youth Organization which includes:

A. Membership/Registration Fee. It is a one-time fee of


Php 10.00; it shall be regarded as a trust funds; should be
collected and kept at the diocesan level; and should only
be disbursed by virtue of Board/Congress Action.
ARTICLE VIII : FINANCES

There are three categories of financial obligations for the


Diocesan Youth Organization which includes:

B. Annual Dues. The annual dues in the Diocesan Youth


Organization is per parish Youth Organization according to the
following scheme.

C. Special Dues. These are financial obligations collected to


finance projects undertaken within a specific time-frame.
ARTICLE VIII : FINANCES
There are three categories of financial obligations for the Diocesan Youth
Organization which includes:

D. Bank Accounts. The organizations shall maintain two (2) bank accounts,
one for the General Fund and the other for the membership fund in a banking
institution determined and approved by the Diocesan Board. The youth organization
shall follow the following programs set by the Sectoral Summit, to wit:

1. Semestral Youth Camp, Christmas Youth Fellowship,


Social Issues, Simultaneous Congresses and Holy Retreats as
organizational programs and others stipulated by the Diocesan
Program.
ARTICLE VIII : FINANCES
There are three categories of financial obligations for the Diocesan
Youth Organization which includes:

accounts, one for the General Fund and the other for the membership fund
in a banking institution determined and approved by the Diocesan Board.
The youth organization shall follow the following programs set by the
Sectoral Summit, to wit:

Article IX : AMENDMENTS
AND EFFECTIVITY
ARTICLE IX : AMENDMENTS AND EFFECTIVITY

Section 1: This constitution together with its


amendments shall take effect immediately upon
approval/ratification of all the members in the
congress.

Section 2: This constitution may be amended or


revised at any Congress by two-thirds (2/3) vote of
the official delegates present and voting.
