PROGRAM
 BACKGROUND AND LEGAL BASIS
REPUBLIC ACT (RA) No. 9501 or the MAGNA CARTA FOR MSMEs

Provides that the MSME development Council chaired by DTI Secretary, shall be the primary agency
responsible for the growth and development of small and medium enterprises in the country by way o
facilitating and closely coordinating national efforts to promote the viability and growth of the sector

EXECUTIVE ORDER NO. 70s 2018

Provides for the institutionalization of whole-of-Nation approach for the attainment of inclusive and
sustainable peace thru the creation of the National Task Force to End Local Communist Armed Conflict
development packages in conflict-affected areas and by mandating all government agencies to render
necessary support.
OBJECTIVES
Through this initiative, DTI shall assist eligible
beneficiaries through the provision of information
materials on entrepreneurship, conduct of
enterprise development training, business
counseling and mentoring, and provision of
livelihood, kits to restart/recover their livelihood.
LIVELIHOOD KITS
A package of assistance comprised of information
materials, entrepreneurship training, and items like
raw materials, tools, and/or equipment worth an
amount not exceeding Php 15,000.00 provided to
microenterprises affected by fire and other calamities
including armed conflicts.
ELIGIBLE BENEFICIARIES

• MICROENTERPRISES affected by fire incidents and

other calamities.

• Identified beneficiaries considered as priorities of

the National Government such as beneficiaries from
KIA-WIA, those identified by the NTF-ELCAC,
availees of Balik Probinsya Program, and Persons
of Concerns (refugees/stateless persons) under the
Philippine commitment to UNHCR.
WHAT ARE THE REQUIREMENTS IN AVAILING LIVELIHOOD KITS?

• Business Name Certificate or Barangay Permit as

proof of business
• Attendance to Business Development Sessions
conducted by DTI Provincial Offices and/or
Negosyo Centers
• Duly Filled-Out Forms:
* Simplified Action Plan
* Pledge of Commitment
