INTRODUCTION

joblessness, occurs when people are
without work and are actively seeking
employment. Unemployment therefore
remains the major economic and social
problem confronting the European
Union. While countries in the Union face
a common problem, however, its scale
and characteristics vary a good deal
between countries, and between regions
within countries.

Youth unemployment continues to rise, although economic
development has reversed the negative tendency towards
weak growth in 2011.
While at the beginning of the economic crisis, in 2008, there
was a stark reversal of most positive labour market
achievements, now there are no signs of improvement,
especially for young people.
In the past two decades Bulgaria has become a country of
emigrants (approximately 10% of the country’s population
went abroad to search for better jobs).

EU
In many European countries, unemployment remains higher
than it was before the beginning of the financial and economic
crisis about ten years ago.
However, with consistent welfare-oriented economic policies,
a significant improvement of the situation could be achieved
at both the national and European level. These policies would
have to be based above all on a public investment offensive
and an active labour market policy. This could reduce the
unacceptably high level of unemployment.
