A safe and healthy working environment
— also known as occupational safety and health (OSH)
— is the “discipline dealing with the
prevention of work-related injuries
and diseases, as well as the
protection and promotion of the health
of workers,” according to the international
labour organization (ILO). Ultimately,
occupational safety and health is the
improvement of working conditions and
working environments for workers to ensure
their safety and health are maintained while
working and provide compensation if
a work-related injury occurs.
Foundation of OSH
Started in the united kingdom around 1760. From then on, human rights of workers with
the philosophy of social justice fought their way to the establishment of international labor
organization (ILO) in 1919 - the specialized agency of the united nations initiating and
promoting global standards and practices on labor rights and protection.
Osh in Philippines is began in 1903
- It is under department of labor & employment (DOLE). ), Enforced by the bureau of
working conditions (BWC) together with occupational safety and health center (OSHC) as
the center of expertise.
- 1908-Burue of Labor was created. And turned to Department of labor in 1933.
- Commonwealth act no.104 was enacted in 1936 as the first industrial safety law.
- 1957 - the Philippines became a member of ILO
Foundation of OSH

- The bureau of labor standards was created to develop the Philippine occupational
safety and health standards approved in 1978.
- It became bureau of working conditions in 1982.
- In 1987, the Philippine constitution was established and pursuant to executive
order 307, occupational safety and health center was created in 1988.
- Since then, occupational safety and health remains a significant subject for
continual improvement not only in terms of legislation, regulatory compliance, or
economic impact but more importantly, in terms of awareness and appreciation
of its moral value.
GLOBAL SITUATION OF OCCUPATIONAL
HEALTH & SAFETY (OSH)
ILO figures reveal that,
 Every 15 seconds, 160 workers
have a work-related accidents
or diseases.
 Everyday, 6,300 people die as a
result of occupational accidents or
work-related diseases-more than
2.3 million death per year.
 Over 337 million accidents
occur on the job annually; many
of theses resulting in extended
absence from work.
