Displacement
Displacement is often regarded as a one time phenomenon by which a person is forced to leave his / her original location and go elsewhere. Displacement needs to be viewed as a process, rather than an event, which starts much before the actual physical displacement and continues for a long time after uprootment has taken place.
Standard of living: Before and after displacement Most tribal people in India lead a hard, materially poor life. That is a fact, but multiple natural sources along with strong community ties makes life possible. Displacement destroys these two important bases of individual life such as natural resources and the community. Common property resources are not compensated in the process of rehabilitation. Lack of grazing land and fodder, forces people to sell their cattle, or a large number of them die in sites.
Impact on Health: Apart from economic status, mental and physical health is a major indicator of the standard of living and well being of people. Studies suggest that stagnant water in the reservoir has led to increase in water borne diseases like malaria, diarrhea.
Social and cultural impact of displacement . The tribals entire way of life centers around his / her community. This extends from the basic agrarian work to support in times of trouble. Any displacement and scattered rehabilitation will destroy this collective welfare system that binds them together and will render every aspect of their economic, social and cultural life.
Differential impact on vulnerable groups: A) Women: Impact of displacement on women has been particularly negative. Male out migration, longer hours of work, malnutrition and ill-health take a toll on women who are already overworked and poorly fed. In several cases displacement, resulting anxiety, idleness and insecurity has caused increase in drinking, wifebeating and domestic violence , again adversely affecting women. B) Children: Childrens are also particularly vulnerable to suffering due to changes in life circumstances resulting from displacement. Migration, particularly, seasonal migration disrupts schooling.
Case Studies
The Tehri Project The Tehri Dam in the outer Himalayas in Uttar Pradesh, when completed, will submerge Tehri town and nearly 100 villages. Ever since the dam was sanctioned in 1972, local people have been opposing the dam and resisting its construction. Scientists, environmentalists and other groups have also opposed this dam.
