Primary purpose was to professionalize the teaching profession in the Philippines


by setting standards, qualifications, and regulations for educators.

Section 1: Title
This shall be known as Decree Professionalizing Teaching

Section 2. Declaration of Policy


Stipulates that teacher education shall be prioritized by the government.

a. )Teaching – the profession primarily concerned with the classroom

Section 4. Creation of the National Board for Teachers
There is hereby created a National Board for Teachers, hereinafter called the Board, to be

Section 5.Powers and Duties

1. Appoint a set of examiners for every once a year

Section 7.Appointment of Examineers
The Board appoints examiners recognized in teacher education without disclosing their names until
after results release. They are compensated per examinee, with limits, regardless of government
service.

Section 8.Scope of Examination


The exam comprises written tests determined by the Board, aligning with the teaching plan of
Philippine schools.

Section 9. Ratings in the Examination
Candidates must achieve a general average of at least 70 percent with no subject rating below 50
percent to pass.

Section 10. Report of the Results of the Examination


Examiners must submit candidate ratings within 150 days post-exam, extendable by the Board.

Section 11. Issuance of Certificates
Teachers who have passed examinations given by the Civil Service Commission or jointly by the
Civil Service Commission and the Department of Education and Culture shall be considered as
having passed the board examinations for teachers

Section 12.Registration

The Civil Service Commission registers Professional Teacher Certificate holders, granting rights
until suspension or cancellation by the Board.

Section 13. Reissuance of Revoked Certificates and Replacement of Lost
Certificates:
The Board may issue new certificates for revoked ones or replace lost, destroyed, or mutilated ones,
subject to its rules.

Section 14.Registration by Reciprocity


Foreign-trained teachers meeting certain conditions can be registered without examination,
ensuring equivalent standards and conditions.

Section 15. Prohibition


Three years post-Decree effect, teaching or acting as a teacher requires a Professional Teacher
Certificate or equivalent qualification.

Section 16. Penal Provision

Various violations related to teaching, certificate possession, or presentation result in fines,


imprisonment, or both, at the Court's discretion.

Section 17. Repealing Clause
Conflicting laws, decrees, orders, rules, or regulations are repealed or modified to align with this
Decree.

Section 18.Separability Clause


If any provision is declared unconstitutional, the rest remains unaffected, ensuring continuity in
legal application.

Section 19.Effectivity
The Decree takes effect on January 1, 1977

The members of the board shall hold office for a term of three (3) years from the date they assume office.
No person who has served for two (2) consecutive terms shall be eligible for reappointment. The

Each Board member must at the time of his appointment:
1.Be a citizen and resident of the Philippines
2.Be at least thirty-five (35) years of age, proven integrity, and possessed of high moral values
3.Be a holder of the degree of Bachelor of Arts or Bachelor of Science in Education and preferably a holder of a
master’s or doctorate in education, or their equivalents.
4.Be a professional teacher with a valid certificate of registration and a valid professional license
5.Has been a professional teacher in the active practice of the teaching profession for at least ten (10) years in the
elementary and secondary level
6.Not an official member of the faculty of any university for at least 3 years before his appointment nor connected
with a review center

Section 15. Qualification Requirements of Applicants.


No applicant shall be admitted to take the examination unless, on the date of filing of the application, he
shall have complied with the following requirements:

a. A citizen of the Philippines or an alien whose country has reciprocity with the Philippines in the
practice of the teaching profession;
b. At least eighteen (18) years
c. In good health and of good reputation with high moral values;
d. Has not been convicted by final judgment by a court for an offense involving moral turpitude;
e. A graduate of a school, college, or university recognized by the government and possesses the
minimum educational qualifications

a bachelor’s degree in arts and sciences with at least ten (10) units in professional education; and

equivalent, with at least eighteen (18) units in professional education.
