Is There any Project that Need Not Undergo FPIC or
Validation Process?
1. Community Assembly.
2. Community Resolution.
3. Declaration of the EPR and EPR Plan.
a. General information about the AD and the ICCs/IPs
of the area, including indigenous plan, if existing and
available;
b. Purpose of declaration;
c. Natural resource for development, harvesting,
extraction or exploitation;
d. Specific location and area of the proposed sites/s
accompanied by maps, 3d maps, sketches and/or other
materials reference monuments as annexes;
NO. The royalties must be used for programs and projects that
will redound to the well-being and benefits of the ICC/IPs
entitled to it. It should have an allocation for:
a. Emergency concerns
b. Investment
c. Livelihood and social development (must not be
less than 30%)
d. Education and training of members
e. Capitalization for Cooperative
f. Credit facility
g. Salaries or wages of workers
h. Mutual assistance and the like.
3. Issuance of CNO when the area applied for is patently and publicly
known to be outside any AD, or the proposed project will not affect
an AD.
4. Composition of the FPIC Team, when applicable,
which shall conduct mandatory FPIC activities and
submit the Report and MOA to the Regional RRT,
which shall review and endorse the same to the
LAO and ADO.
