 REPUBLIC ACT NO. 9184
● Also known as the Government Procurement Reform Act (GPRA)
● An act providing for the Modernization, Standardization, and Regulation of
the procurement activities of the government and for other purposes.
● Handled by the Government Procurement Policy Board (GPPB)

● Philippine Government Electronic Procurement System
● Under Section 8 of the Revised IRR of RA 9184
● PhilGEPS is the single, centralized electronic portal that shall serve as the
primary and definitive source of information on government procurement.
● Objective: To establish an open, transparent, efficient, and competitive market
place for government procurement.

Government entities are mandated to use PhilGEPS in all their procurement activities:

REQUIREMENTS

Pursuant to Section 8.5.2 of the Revised Implementing Rules and Regulations of RA 9184, all bidders shall upload
and maintain in PhilGEPS a current and updated file of the following Class “A” eligibility documents under
Sections 23.1 (a) and 24.1 (a) of the same IRR:

Business Mayor’s or Tax Clearance Audited Financial

Registration Business Permit Certificate Statements
Certificate or its equivalent (for Bidding (AFS)
document Purposes)

These documents shall be accompanied by a PhilGEPS PCAB License

And Registration
Sworn Statement (template) stating that the submitted (if applicable)
documents are complete and authentic copies of the
original, and all statements and information provided are
true and correct.
