Allocation and Utilization of the

Local Disaster Risk Reduction


and Management Fund
(LDRRMF)
Allocation for the LDRRMF

Legal Basis
• Section 21 of R.A. No. 10121, Philippine Disaster Risk
Reduction and Management Act of 2010; and,
• Section 4 of NDRRMC-DBM-DILG Joint Memorandum
Circular No. 2013-1 dated March 25, 2013.

Not less than five percent (5%) of the estimated


revenues from regular sources shall be set aside to
support disaster risk management activities
Allocation for the LDRRMF

LDRRMF shall cover


• 30% lump-sum allocation for Quick Response
Fund (QRF)
• 70% allocation for disaster prevention and
mitigation, preparedness, response, rehabilitation
and recovery.

The appropriation for LDRRMF shall be included


in the GF Annual Budget and/or SBudget;

Projects and activities shall be incorporated in the


LDRRMP and integrated in the approved AIP;

The release of the 30% QRF shall be supported


by a local sanggunian resolution declaring the
LGU under a state of calamity or a Presidential
declaration of state of calamity;

Utilization of the LDRRMF

The unexpended LDRRMF shall accrue to a


special trust fund solely to support disaster risk
reduction and management activities of the
LDRRMC for the next five years;

The unexpended balances of the LDRRMF may be


utilized for new expenditure items upon
submission of a revised AIP as approved by the
local sanggunian and the LCE upon
recommendation of the LDRRMC in accordance
with the approved LDRRMP;

The acquisition of disaster risk reduction and


management equipment may be done
through rental or lease;

Procurement of supplies and equipment shall


be subject to RA 9184.
REMINDERS
LGU shall submit the following report to the
RDRRMC through the OCD copy furnished the
DILG RO and DBM RO:

Monthly and Annual Report on the utilization


of the LDRRMF; and

Approved/Revised AIP indicating the disaster


risk reduction management projects and
activities to be implemented.
