Introduction
Barangay is a crucial political unit in the Philippines, responsible for government policies
and projects. The Punong Barangay and Sangguniang Barangay members are influential officials.
Accountability is required by the Constitution and Code of Conduct while the Local Government
Code emphasizes decentralization and the importance of the Barangay Development Council. Along
with the performance of the Sangguniang Barangay, the project governance is a higher-level
management system that oversees project management and ensures that decisions align with project
objectives and stakeholders' interests. However, there is a lack of active councils and comprehensive
plans, requiring professional assistance. This research delves into the correlation between project
governance and the performance of Sangguniang Barangay officials in Matalaba, Santa Cruz
Marinduque, study aims to analyze the effectiveness of project governance mechanisms employed by
these officials and their subsequent influence on overall performance within the local community
context.
Objectives

General Objective of the Study

The main objective of this study is to:
Evaluate the project governance and performance of Sangguniang Barangay Officials
in Barangay Matalaba, Santa Cruz, Marinduque in the year 2018-2023.
Specific Objectives
Specifically, this study seeks to:
1. Describe the project governance in Barangay Matalaba, Santa Cruz, Marinduque
2. Explain the level of performances of the Sangguniang Barangay Officials in
Matalaba, Santa Cruz, Marinduque in the year 2018-2023.
Statement of the Problem

The main focus of this study is to determine the Project Governance and Performance
of Sangguniang Barangay Officials in Matalaba, Santa Cruz, Marinduque in the year
2018-2023.
Specifically, it sought the following questions:
1. How can the project governance of Sangguniang Barangay be described?
2. What is the performance of Sangguniang Barangay on project governance?
3. What is the significant relationship between project governance and performance of
Sangguniang Barangay Officials in Matalaba?
4. What intervention could be proposed out of the study?
Scope and Delimitation
• To determine the project governance and performance of Sangguniang
Barangay Officials in Matalaba, Santa Cruz, Marinduque in the year 2018-2023.
• It intends to measure the significant relationship between project governance
and performance of the Sangguniang Barangay Officials in Matalaba, Santa
Cruz, Marinduque. Furthermore, this study aimed to identify the performance of
Sangguniang Barangay Officials in Matalaba.
• The data were gathered from the Sangguniang Barangay officials of Barangay
Matalaba in Santa Cruz, Marinduque.
• The researcher used the interview guide in gathering data. The weighted mean
and the r-test was the statistical treatment in providing answers for the specific
statement of the problem.
1. Scope of the Study
A. Geographical Scope
The geographic scope of this study is Barangay Matalaba, Santa Cruz, Marinduque,
Santa Cruz. It aims to understand and explain the project governance and performance
of Sangguniang Barangay Officials in Matalaba, Santa Cruz, Marinduque in the
year 2018-2023.
B. Substantive Scope
The participation of Sangguniang Barangay Officials in Barangay
Matalaba, Santa Cruz, Marinduque will cover on description and explanation of
the Project Governance and Performance of the Sangguniang Barangay
Officials
2. Delimitation of the Study
This study contained the perceived specific uncontrolled aspects and
restrictions imposed on the actual investigation, particularly the sampling frame, which
include the following:
a. Limitation arising from the geography covered−the results of the study could
not be generalized to other barangays in Santa Cruz, Marinduque.
b. Limitation arising from the substantive components of the study.
c. The results could not be generalized to all the groups and other localities.
Significance of the Study

To the Sangguniang Barangay: This study will enable them to have a good relationship
as they serve the people in their Barangay.
To the Barangay Officials: The result of this study is expected to perform their mandated duties
and responsibilities at community level.
To the Punong Barangay: The result of this study will provide them an additional knowledge
regardless of any duties and performance they in.
To the Santa Cruz LGU: This study may be used as a basis by the Local Government to address
the problems drawn to this research.
To the Residents of the Barangay: This study may be used as a guide for them to be fully aware on
the project governance and performance of the Sangguniang Barangay in their community.
To the Students: They would be able to gain more knowledge in project governance and
performance of Barangay Officials.
To the Researcher: This study will provide an additional knowledge and to know the project
governance and performance of Barangay officials.
To the Future Researchers: This study may be used as reference for the future research that is
related to this topic.
Research Methodology

Research Design: Quantitative and Qualitative Method (Mixed Method)

Research Instrument: Survey Questionnaires and Interview
Population and Sampling:
• Incumbent Barangay officials
• Resident of either Malilay I, Malilay II, Sanagang-daan, Central, Kumbahan,
Manggahan, and Tindigan
• A. Qualitative they were selected from 6 participants of barangay officials
• B. Quantitative they were selected from 296 respondents of residents.
Summary of Findings, Conclusion and Recommendation

The research titled "Project Governance and Performance of Sangguniang

Barangay Officials in Matalaba, Santa Cruz, Marinduque (2018-2023)" was
conducted in Barangay Matalaba, Santa Cruz, Marinduque. Questionnaires were
distributed to gather information from the respondents. The tabulated results
indicated that the project governance of the Sangguniang Barangay was effectively
performed, reflecting values of good governance, integrity, and responsiveness to
the community's needs. The performance of the barangay officials in project
governance was highly rated, promoting innovation and continuous improvement
in project management. These findings suggest that the Sangguniang Barangay
officials actively engage in their responsibilities and demonstrate dedication to
good governance. Continuous improvement in project management is important
not only in Barangay Matalaba but also in other barangays.
Recommendations
Here are the recommendations based on the conclusion:
1. Barangay officials should establish clear project objectives and develop detailed project plans for
efficient management.
2. Foster open communication and collaboration with stakeholders to incorporate their needs and views in
project planning and implementation.
3. Implement monitoring and evaluation mechanisms to track progress, identify risks, and make timely
corrections.
4. Promote accountability, transparency, and trust among team members through responsible roles,
transparent decision-making, and proactive issue resolution.
5. Local governments should support Sangguniang Barangay effectiveness, provide educational
opportunities, and recognize officials' contributions.
6. AB Political Science students should engage with political problems, laws, and policies to become
informed citizens.
7. Future researchers can use this study as a reference for similar research on Sangguniang Barangay
participation and performance in politics.
