Background …… Career policy change for Members
o Revised Performance based Appraisal system approved by Management in July 2019

o 27 WL-V employees were approved by Management under one-time Special Provision for Fast Track employees in

August 2019 with prospective effect.

o Further changes made through Approved policy in November 2019


 Clear Gestation period for promotion, both for Normal & Fast Track employees
 Revised Fast Track policy
 Promotion criteria : At least 2 VG/ Excellent rating in last 4 years and No Avg./ Poor rating in last 2 years
 Strict adherence of Bell curve (same like Management employees)
 Revised Merit Award policy for Excellent and Very Good performers
 Laid down policy for Promotion from Member (WL5-SG08) to Management (WL4-SG9A) Grade based on
 Requisite Qualification, desired Performance rating & Gestation period
 Validation by Cross Functional Interview panel and recommendation by BPH
Background .. issue of stagnation, social recognition

o Around 40% of WL-V employees have already reached the top 2 categories (SG 07 & SG 08)

o Out of them, more than 75% are in the age bracket < 50 years corroborating Stagnation for last 10-15

years in their career

o Almost 85% of WL-V employees do not possess the requisite qualification to be upgraded to

Management category.

o This issue of Stagnation triggered for Conceptualization of Restructuring of Members’ Gradation

o ‘Member’ designation raised reservations on nature of job socially (while applying for loans, children’s

education, etc.)
Re-Designation

o The designation MEMBER is renamed as ASSISTANT.

o E.g.: Assistant – Manufacturing, Assistant – Mechanical, Assistant – Electrical, Assistant –

Instrumentation, Assistant – Civil, Assistant – Logistics, Assistant – Materials, Assistant – Human


Resources etc.

o Employees in Secretarial jobs, are being re-designated as Secretary to Reporting Authority (E.g.:

Secretary to WTD, Secretary to Head Plant etc.)

2 “Very Good” and / or “Excellent” Ratings in last 4 appraisal cycles inclusive of the latest
Rating Criteria appraisal cycle. No “Average” or “Poor” Rating in last two years. Recommendation for promotion
into next higher grade within WL-V / next work level is required from BPH.

• Promotion recommendation by BPH for promotion into next higher grade / work level.
• Promotion recommendation by Cross-Functional Interview Committee subject to fulfilment of
all the abovementioned Criteria in case of Work Level change (WL-V to WL-IV). Incumbent
Other Criteria shall go through Cross Functional Selection Process comprising of interview and screening
process.
• For promotion to next higher grade within WL-V, no interview and screening process is
required.

Salient Points of Revised Career Progression Policy
o Prior Approval is to be obtained for having requisite qualification (relevant to respective job function) for being
considered under Fast Track in a structured Application Form. After completion of the course, the employee shall have
to submit relevant documents supporting their qualification ← For Fast Track only.
o Eligibility of Consideration of Qualification in an Appraisal Cycle: Any qualification will be considered in the ongoing
Appraisal Cycle if only the same is submitted within first 09 months of the Appraisal Cycle (i.e., within December).
Otherwise the qualification shall be considered in the next Appraisal Cycle ← For Fast Track & Normal Track.
o Cross Functional Selection process: An incumbent of Grade – A8, shall go through a Cross Functional Selection
Process comprising of interview and screening process (for moving to WL-IV only). In case of non-qualification of
selection process, the employee will move to next higher grade within WL-V i.e. A9 and onwards.← For Fast Track
& Normal Track.
o In A9 to A14, employees will get maximum two opportunities in each grade to face the Cross Functional Selection
Process to move to WL-IV (Subject to qualification & rating fulfillment & promotion recommendation by concerned
BPH)
o At any point of time, such promotees in WL-IV shall not exceed 15% of total population of WL-IV.
o Employees will get Annual Increment & Senior Grade Award (For employees getting promotion within WL-V into
grades A9 & above only)
o Merit Award will be provided to employees with ‘Very Good’ / ‘Excellent’ Ratings only.
o This policy is effective 1st April 2019.
