QICT, IC-3 Terminals

All other Off-Dock Terminals
Overview
• This Collectorate was established on 01st of July 2013 vide
SRO 581(I)/2013 dated 18th June, 2013 as MCC Exports
PMBQ.

• Territorial Jurisdiction:
– Civil districts of Karachi East, Korangi & Malir

• It caters almost 51% of total Exports of Pakistan.

• The Collectorate working jurisdiction includes IC-3


Terminal, QICT Terminal, Off-Dock Terminals (QFS,
Pak Shaheen, Fast Track &Supreme Terminal and
KEPZ.

IC-3 TERMINAL & QICT
Overview: Core functions of IC-3
All matters relating to cargo clearance for Exports from:

• IC-3 was established in 2008.

• IC-3 caters for the Export of US bound and Non US


bound nominated cargo.

•All the Exports to USA cleared through IC-3


Terminal are scanned.

EXAMINATION AT IC3
Part Shipment (LCL):

Assigning of GD to Examination Officer.

Examination of Goods.

Assessment of GD.

Loading Allowed.

Container destined for USA, after scanning shifted on vessel.


EXAMINATION AT IC3
Full Container Loaded (FCL):

Assigning of GDs to Examination Officer.

Examination of Goods.

Loading Allowed.

Container destined for USA, after scanning shifted to QICT and


then shifted on vessel.
ASSESSMENT

• After completion of examination GDs is assigned to


Assessment Officer.

• For FCL Cargo loading is allowed after examination


completion.

• For LCL Cargo at IC3 loading is allowed after


assessment.

Major Issues in Examination
• Some Exporters file GD and enter container in port area
after cut off time of vessel, therefore there is a little time
to examine the container.

• When a container is under ANF hold, same is not


reflected in WeBOC interface.
Major Issues in Assessment
• No Examination Calling Button in Exports whereas the option is
available in Appraisement Collectorates

• No Drug Enforcement Cell Calling Option available for


Assessment officer(s)

• No Delete Item Button in Exports whereas the option is available in


Appraisement Collectorates

• When Assessment is made on data on higher side, the completion of


Export GD cannot be made as in some cases consignment is already
shipped

• No communication mechanism or protocol between Anti Narcotics

Shortage of Staff:

Only two Appraisers and one Principal Appraiser (Officiating) for


three Off-Dock Terminals for 24/7 work.

No transport facility (from one Off-Dock to other).
