• Whilst the program is still showing that the project can be completed by the 10 October 2024 – unless CSCEC provide the level
of competent supervision and resources to match their labour histogram this date will not be achieved.
Baseline Plan Progress: 96.38%
• As of 8th of March, CSCEC are forecasting a completion date of the 12th of October 2024. This is being driven by Substation works to Actual Progress: 56.99%
A1, External Plastering to C1, Blockwork to E. Other key issues remain around manpower for MEP, Gypsum, Tilling and external

plaster. Overall variance against the working programme is currently -2.08%. This is being driven by manpower for MEP works,
Gypsum, tiling and external plaster.
• MEP labour as per CSCEC is down -421 at 338 of the required 759. This is still 42 operatives short of Al Naumi's resource schedule.
• CSCEC are yet to appoint a fourth gypsum contractor due to internal commercial constraints. The sub-contractors they are bringing Working Plan Progress: 55.53%
on board also do not have the resource to carry out their scope. CSCEC TD are failing to progress in C1 and C2 which is impeding Actual Progress: 53.52%
follow on trades.
• PODS- Delivered: 1880 - Installed: 1811 - Manufactured 2022. Manufacturing is now complete. Delivery and installation is due to
Variance: -2.08%
complete 22/03/24.
• Concerns remain over the Contractors ability to maintain progress during Ramadan. First indication of progress will be reviewed in
Contractors weekly update on Tuesday 19 th March.
• The Contractor has issued a ‘Proposal for Completion’ letter for a phased handover with conditions. Route forward to be discussed
and agreed.

Manpower planned vs actual The Contractors update as of the 8th of March 24 is showing a shortfall of -973. MEP labour as per CSCEC is down -421 at 338 of the
required 759. Tiling masons are down -154 at 39 of 193.
Failure to achieve targets in mitigation plans Revised working programme submitted 3rd October 2023 the program has been acknowledged as a monitoring program only. Weekly
review of progressed programme are ongoing. Top 5 current critical path items are also reviewed. Weekly progress walks are ongoing
to review current progress and Contractors short range plans, with the aim of finding opportunities to progress works.
Inadequate logistics planning to achieve schedule Weekly coordination and logistics workshops are being held. However, the contractor is not implementing the advice of the PMC. The
PM has written to the Engineer expressing our concerns over the competency of the Contractors Construction Managers and delivery
team. There has been no improvement on site. Mace have issued a subsequent letter requesting a change in personnel to which the
Contractor has responded. Mace to issue further response.
Procurement Al Naumi continue to have supplier issues with Fire dampers and VCD supplier. To assess the impact, Mace has requested they Issue
current quantities on site and issue marked up drawing of typical floors showing locations of VCD’s and FD’s. They are also having
issues with ductwork fabricator and elbow fittings for the waste stacks in the risers. Proposed alternative PQ has been submitted for
VCD’s, however was rejected due to not being complainant with the specifications.
There are also concerns over the procurement of the window accessories through TWI. Mace has requested a factory visit to review
procurement status.
Poor productivity and non-achievement of target Weekly reviews to be carried out to maximise programme performance identifying any opportunities. Early identification of slippage,
and review of recovery options with expedited implementation of mitigation measures. Weekly coordination meetings to review
dates planned works with daily targets for each building to track the activities in the slab cycles.
Project Close out meetings have commenced to review and advise CSCEC on floor completion and close out strategy. CSCEC to
demonstrate how rooms and floors will be completed and closed off. Weekly directors walks with key subcontractors commenced
from 25/01/24.
CSCEC to issue a Ramadan working plan to demonstrate how progress will be maintained during the month.

2 EWE – Connection Fees AED 15,572,064 – Etihad Investment Tourism Initiative – IEC have requested a meeting with EWE, with the Owner to allow
the Owner to explain how this project is Investment property
4 Active Components- BMTS have requested a meeting to present system and reconfirm scope
5 O&M Manual Format- IEC currently draft format. Mace to review and issue to RAK SH.
7 Movable dividing walls to Building E multipurpose room and gym studio. – Quotation to be discussed. Gym redesign to include studio space to be
issued.
