 INTRODUCTION
The Tourism Infrastructure and Enterprise Zone Authority
(TIEZA), a Government Owned and Controlled
Corporation (GOCC) attached to the Department of
Tourism (DOT), was created by virtue of Republic Act No.
9593, otherwise known as the Tourism Act of 2009. It is
responsible for implementing policies and programs of the
DOT pertaining to the development, promotion, and
supervision of tourism projects in the Philippines.

CHRISTINA GARCIA FRASCO
She is the current Secretary of the Department
of Tourism. A multi-awarded Mayor of the
Municipality of Liloan in the Province of Cebu,
her transformational leadership fostered
Liloan’s development towards sustainability,
livability, and innovation with aggressive
infrastructure development, education support,
economic recovery, and social protection.

He carried his brand of leadership when he
joined the executive department in 2008 having
been appointed as General Manager/Chief
Operating Officer of TIEZA. He inspired
national and local governments, including the
private sector, to transform, innovate, expand,
collaborate, and achieve global excellence.
BENJAMIN C. ABALOS, JR.

He is the secretary of the Department of

Interior and Local Government. He has
served as the Chairman of the
Metropolitan Manila Development
Authority and as Mayor and Congressman
of Mandaluyong City.
ATTY. LORD A. VILLANUEVA

Atty. Villanueva graduated from the UP

College of Law in 2002 and has 20 years’
work experience. He is currently the
Undersecretary for Operations of the
Department of the Interior and Local
Government (DILG).
 DUTIES AND RESPONSIBILITIES

TIEZA's mandate encompasses a broad range of

responsibilities, including formulating policies, plans, and
programs to optimize tourism infrastructure utilization. The
agency identifies strategic areas for development, promotes
investment opportunities, and ensures the responsible
management of tourism resources.

TIEZA brings development to areas with
high cultural, historical, religious,
heritage and/or eco-tourism values,
helping shape a deep sense of awareness
and pride for the Filipino’s traditions,
natural bounties and uniqueness as a
race.
OPPERATION AND
MANAGEMENT OF ASSETS
TIEZA operates and manages
tourist facilities from Luzon to
Mindanao. These facilities offer
services ranging from hotel and
restaurant to specialized sports
such as golf and scuba diving.

TIEZA implements various programs aimed at enhancing

tourism infrastructure and fostering investment in the sector.
These programs include destination development,
transportation network improvements, and capacity-building
initiatives for local stakeholders.

TRAVEL TAX
The travel tax is a levy imposed by the
Philippine government on individuals
who are leaving the country irrespective
of the place where the air ticket is
issued and the form or place of
payment, as provided for by
Presidential Decree (PD) 1183, as
amended.
TOURISM ENTERPRISE ZONE
TEZs attract private stakeholders to
be shared-partners in tourism
development. TEZs enjoy fiscal and
non-fiscal incentives issues by
TIEZA. Their investments will
indubitably help create jobs and
economic activities for local
communities.
 ACTIVITIES
Through partnerships with local governments and private
stakeholders, TIEZA undertakes a multitude of activities to
fulfill its mandate. These activities include the construction of
airports, seaports, and other tourism-related facilities, as well as
initiatives to promote sustainable tourism practices and
community engagement.

assistance, technical expertise, or
