Project SPLIT

FVT 100
Field Validation Team
FIELD VALIDATION

• Among the implementation strategy of Project SPLIT is to


constitute and deploy five man Field Validation Teams (FVT)
at the provincial level. Upon the completion of the inventory
of CCLOAs and the issuance of the DENR’s certification that
the CCLOA is within Alienable and Disposable Land, the FVT
shall proceed with the field validation activities.

Field Validation (FV)
• FV is one of the activities to commence the parcelization
process of landholdings covered by CCLOA

The parcelization processes include community


consultations and field validation, preparation
and approval of master lists of ARBs, agreement
on lot allocation, conduct of the relocation
survey, and preparation and signing of lot
allocation agreement, among others.

Landholdings for validation:


a) those that are still to be subjected to subdivision
survey and re-documentation of ARBs;
b) those already with approved subdivision survey
plans in the parcelization process.

FIELD VALIDATION
▪ Validation in the field of the information gathered
and generated from the CLOA inventory, e.g. land
use and classification;
▪ ARBs in the masterlist or those listed in the
collective CLOA are also validated if they are still in
possession of the awarded land (awardee vs. actual
occupants);
▪ Validation of vulnerable households, indigenous
communities, and possible displacement;
▪ All information generated from the inventory stage
are validated and updated in the CLOA-DMS,
through the KoBo Toolbox

LEGAL OFFICER
• In particular, the Legal Officer is designated as the Team
Leader responsible for the over-all coordination,
implementation and completion of the activities of the
FVT, ensuring that individual members of the team
performs their specific tasks and responsibilities, resulting
to achieving their deliverables individually and as a Team.
• Together with the FVT, conduct the validation of ARBs
covered by the CCLOAs
• Carry out the case build up process to efficiently conduct
the parcelization activity and judiciously act on any protest
or petition that may arise for inclusion/exclusion of ARBs;

LEGAL OFFICER
• Prepare the following output with the use of the Original ARB
Masterlist through a comprehensive ARB Validation Report:
⮚ a. Present vs. Absent ARBs
⮚ b. Reason for the absence of ARB
⮚ c. Grounds for the entry of actual tillers
• Prepare Compromise Agreements and submit the same as
basis for the Order of Allocation;
• Assist in the conduct of dialogues and, if necessary, conduct
mediation between and among the ARBs/Co-owners listed in
the masterlist and other persons who may have interest over
the subject landholding

ENGINEER

• Using GPS technology, validate on the ground with


ARBs/co-owners if subdivision survey plan is still useful for
parcelization or there is a need for relocation survey;
prepare sketch plan indicating the area occupied by ARBs
and non-ARBs for inclusion/exclusion of ARBs, among
others.
• Ensure, among others, that pre-parcelization activities
have been comprehensively and judiciously undertaken,
such as sketch plans properly verified on the ground, lot
allocation agreements executed, RSS prepared, CCLOA
properly identified/validated, Relocation Survey prepared,
etc.

PROCESSOR

• Ensures that prior and during the conduct of field


validation by the FVT, all pertinent documents are
available such as copy of CCLOAs, list of co-owners, ARB
master list, ASP, lot allocation agreement, notices of
meeting, and copy of DAR Parcelization Guidelines.
• Prepares Individual Land Distribution Folders;
• Assists in service and posting of notices to the ARBs
including the arrangement for venues, transportation,
etc;
• Assist in encoding and uploading data gathered from
the field validation.

DOCUMENTOR

• Tasked to prepare and post all notices of meetings and


dialogues; record, document and prepare the minutes of all
agreements in said meetings, dialogues and activities initiated
by the FVT; encode all data gathered during the field
validation; and assist in the activities of the ESS documentor.
• Assist in encoding and uploading data generated from field
validation to the DAR Data Management System in
collaboration with the Provincial MISS staff;
• Safe keep relevant files and documents gathered by the FVT

ESS DOCUMENTOR

• Work closely with the FVT in the conduct of field


validation and verification, evaluation and field
investigation report, gather documentation requirements
for the preparation of DENR tenurial instruments and
conduct of “pulong pulong” focusing on environmental
and social concerns.
• Conduct Participatory Rapid Rural Assessment of CCLOA
area and Environmental and Social Screening compliance
with E & S management tools in the ESMF

ESS DOCUMENTOR

• Assess the following indicators:


✔ a) Potentials for overlap with forestland
✔ b) Legal status with respect to Ancestral Domain and
presence of IP
✔ c) Presence of IP issues
✔ d) Presence of Environmental and Social Issues
✔ e) Potential Disqualification
✔ f) Safeguards Requirement
• Encode and Upload data gathered from Field Validation to
DAR Data Management System in collaboration with the
Provincial MISS staff

TARGET AND DELIVERABLES OF THE FVT
TARGET
MINIMUM OF
• The FVT is expected to deliver at least 100 validated hectares
per month. In the minimum of 100 hectares target, it is assumed
that at least 100 ARBs will benefit from the project. The more
HECTARES hectares delivered, the more ARBs that will benefit.
