Proclamation No. 115-A, the month
of March was declared as Fire
Prevention Month because of the
alarming increase of fire
incidents happening across the
country during this particular
period.
The President call upon all segments of
society, including all industrial,
commercial, and agricultural sectors;
public and private schools; government
agencies; labor management and civic
organizations; to give full support,
undertake maximum participation and
initiative to make every Year as above-
described meaningful and productive of
desired results. (PD 115-A Nov. 17, 1966)
Also according to Presidential
Proclamation No. 360 of 1989, by
then President Corazon C. Aquino,
declaring March of every year as
“Burn Prevention Month”.
March is one of the hottest months
of the year when incidence of
disasters related fire seems to rise.

In the Philippines BFP commemorates every 14th
day of December for the heroism of the three fallen
firefighters during the Rockwell Fire, where
residents of Bel-Air 1 and 3, Palm Village and
Barangay Poblacion awoke at about 5:30 am to a
loud explosion.
Firefighters while controlling the blaze, another
loud explosion was heard, followed by a horrible
scene of fireballs jetting up into the air as the file of
bunker fuel inside the power plant exploded.
The pandemonium in the area intensified after it
was learned that three brave firefighters:
• Lt. Jose Fabicon,
• Fireman Domingo Viray, &
• Fireman Fructuoso Planas who were inside the
burning structure that never came out alive.
March came to be the Fire
Prevention Month since that
time of the year showed the
highest record of fire incidents
in the country according to data
released by the National
Statistical Coordination Board.
The proclamation was then
created to propagate “safety
consciousness among our
people every day of the year as
a positive preventive approach
to a problem that can be solved
by more caution, vigilance,
sobriety, exercise of common
sense and respect for the law.”
The goal of Fire Prevention
Month is to raise fire safety
awareness, and help ensure
that the public in general
including our home, family,
and businesses are
protected from fire.

necessary;

case in September 2013
against Petronas for violation
of RA 9514 and its
implementing rules.
It alleged that the Petronas
facility failed to follow the
safety distance required by
law for LPG tanks with
capacity of over 378,000
liters.

INTRODUCTION
THE chief of the BFP ruled that the
Petronas Liquified Petroleum Gas (LPG)
Terminal in the City of Naga, Cebu has
violated fire safety standards.
In a ruling dated July 15, 2014, BFP
acting head Chief Supt. Carlito Romero
said that Petronas’s facility in barangay
Langtad which has a capacity of over 4.5
million liters has to follow the safety
distance requirements provided for by the
Fire Code of the Philippines (RA 9514).

He ordered the Fire Marshall of the


City of Naga to do a re-inspection of
the plant to determine if they have
complied with the 91 meter safety
distance requirement between the
LPG tanks and adjoining properties.

A Nov 26, 2013 Inspection Report of
BFP-7 signed by Hadjula had
indicated that the Petronas tanks are
65.5 meters away from adjoining
properties.
She however justified the non-
compliance saying that a fire safety
analysis on the plant indicates that it
is not a fire hazard.

INTRODUCTION
In reversing an earlier ruling of the
BFP-7 Regional Dir. Ma. Luisa
Hadjula, the Chief Supt. Romero said
that the minimum safety distance set
forth by the Fire Code, specifically
on the distance of LPG container
with respect to building or line of
adjoining property that can be built
upon “cannot be reduced by mere
submission of fire safety analysis.”
The cover dubbed “The Fire Code Into Modernity”
depicts the vision of the new IRR to be more
responsive and adoptive to current trends in fire
safety and building design as it to usher in a new
era for the BFP.
 It contains in the design, icons representing the
significant new provisions of the RIRR such as
that for fixed guideways/railways, airports, solar
power installations, conveyance, wind turbines
and historical structures among others.
 The map of the globe with the Philippines at the
center depicts the vision for the Fire Code to be
an internationally recognized safety standard at
par with its referral codes such as the NFPA.
 The bands of red and orange ribbon symbolizes
the stringent enforcement policies of the BFP as
the sole law enforcing agency of the RA 9514 or
the Fire Code of the Philippines.

The operator/owner of a bowling establishment shall secure an FSC
from the C/MFM having jurisdiction, before performing any refinishing and alley
resurfacing operations involving the use of flammable liquids or materials on the
premises.

SECTION 10.4.3.3 CONSTRUCTION


Pin finishes involving the application of flammable or combustible
finishes, sanding or buffing operations, if done within a building, shall be done
only in a room having a fire resistance rating of two (2) hours, provided with
vacuum cleaner or a fixed-pipe suction system with remotely located exhauster
and dust collector installed.

SECTION 10.4.6.1 APPLICATION
This Section shall apply to the manufacture, transportation, and storage of
fireworks, pyrotechnic articles, and any component(s) thereof containing
pyrotechnic or explosive compositions, distribution and retail sales of consumer
fireworks and use of pyrotechnics before a proximate audience.
SECTION 10.4.6.2 FIRE SAFETY INSPECTION
CERTIFICATE (FSIC) REQUIRED
No person shall manufacture, store, handle and/or use any fireworks and
pyrotechnic materials of any kind or form without securing a FSIC from the
C/MFM having jurisdiction, which is a prerequisite for the granting of permit
issued by the PNP in accordance with RA 7183, An Act Regulating the Sale,
Manufacture, Distribution and Use of Firecrackers and Other Pyrotechnic
Devices, as amended.

A. Repair garages shall be built in accordance with the latest edition of NBCP, and the
provisions of this Section.
B. A repair garage shall not be located within or attached to a building or structure used for
any purpose other than a repair garage unless separated by walls and floor or floor-ceiling
assemblies having a fire resistance rating of not less than two (2) hours.
C. Any single area occupied for sales rooms, showrooms, offices, or similar spaces shall be
separated from vehicle repair or parking areas by walls and floor or floor-ceiling
assemblies having a fire resistance rating of not less than two (2) hours.

B. Applicability
1. Refrigeration unit and system installations having a refrigerant circuit containing more than
100 kg of Group A1 or 13.6 kg of any other group refrigerant shall be in accordance with the
hereunder provisions and the latest edition of PMEC.
2. When approved, temporary and portable installations shall be exempt from the requirements of
hereunder provisions.

 The sign shall have a height of 300 mm to 600 mm from the

photo-luminescent paint or any equivalent material with photo-
luminescent characteristic pointing to the direction of the exit.

 Any door, passage, or stairway, which is neither an exit nor a
way of exit access and which is so located or arranged as likely
to be mistaken for an exit, shall be identified by a sign reading
“NOT AN EXIT” and shall be identified by a sign indicating
its actual character, such as “TO BASEMENT”,
“STOREROOM”, “LINENCLOSET”, or the likes..
 A sign reading “EXIT” with an arrow indicating the direction
shall be placed in every location where the direction of travel
to reach the nearest exit is not immediately apparent.

Problem:

A FSI conducted an inspection to determine the total


exit capacity for a new four-storey apartment building.
There are two exits from each floor, and the stairways
have a clear unobstructed width of 1120 mm access
thru a self-closing fire door having a clear width of 915
mm via 1120 mm clear width corridor and the
stairways exit discharge door leading to public way is
measured 915 mm.
SOLUTION:

1. Determine the numerical factor that should be used for a stairway, door,
and corridor based on Table 1- Factor Capacity.

2. Determine the capacity of means of egress.

Stairway capacity = 1120 mm / 7.6 = 147.36 persons then 147 persons


Corridor capacity = 1120 mm / 5 = 224 persons
Door capacity = 915 mm / 5 = 183 persons
Door capacity to public = 915 mm /5 = 183 persons

3. To determine the total exit capacity will be based on most restrictive


component of means of egress:

Total Exit Capacity = 147 persons + 147 persons = 294 persons.

 In each exit passageway at the entrance from the
building areas into the passageway;
 In covered mall buildings, at the entrance to each exit
passageway or exit corridor, and at exterior public
entrances to the mall;

 Where the most remote portion of a nonsprinklered
floor or storey is located in excess of 40 meters of

portion of a sprinklered floor or storey is located in
excess of 61 meters of travel distance from a required
exit containing or adjacent to a hose connection,
additional hose connections shall be provided, in
approved locations, where required by the BFP.

This a hose connection provided with 38 mm
(1½ in) hose or within 37 m of a hose
connection system shall be provided with 38 mm

Distances shall be measured along a path of
travel originating at the hose connection.

occupancies, 4 or more storeys in height;
 Hazardous storage and business and
mercantile occupancies having a floor area
exceeding 1,860 m2 per floor.

The wet standpipe shall deliver not less than
132 liters of water per minute at not less than 1.8 kg
per cm2 residual pressures from each of any two
outlets flowing simultaneously for 30 mins.
When more than one interior wet standpipe is
required in the building, such standpipes may be
connected at their bases or highest points by pipes of
equal size.
Where combination standpipes are installed, the
38 mm outlet system may be supplied from the
combination system with 51 mm connecting line.

Pressure or gravity tanks shall have a capacity
sufficient to furnish at least 265 liters of water per
minute for 30 mins.
Other such tanks shall be located so as to provide not

Discharge pipes from pressure tanks shall extend
5 cm from and into the bottom of such tanks. All
tanks shall be equipped with a manhole, ladder and

construction with not less than 91 cm clearances over
the top and under the bottom of an adjacent
construction.

SECTION 12.0.0.3 ASSESSMENT
A. The assessment of Fire Code taxes, fees/charges and fines as revenue is vested
upon the BFP. However, the BFP may enter into agreement with the LGUs
allowing the latter to be deputized as assessors. The Chief, BFP shall prescribe
the procedural rules for such purpose, subject to the approval of the Secretary,
DILG.

D. The result of the assessment shall be the basis for issuance of Order of
Payment Slip (OPS) by the C/MFM having jurisdiction for purposes of
collection and deposit.

E. In cases where there is apparent misdeclaration of any of the sources of


income enumerated under Section 12.0.0.1 of this RIRR, nothing prohibits
the BFP from reviewing the submitted documents.

SECTION 12.0.0.5 MANNER OF COLLECTION

The BFP shall collect the prescribed Fire Code revenues thru any of the
following options:

A. Direct deposit with Authorized Government Depository Bank (AGDB);

B. Collection by BFP or deputized collecting officers;

C. Electronic mode of payment; and

D. Other options that the Chief, BFP may later prescribe, subject to
the existing accounting and auditing rules and regulations.
SECTION 12.0.0.7 UTILIZATION

B. The eighty percent (80%) of all revenues collected by the BFP shall be used
for its modernization as herein prescribed. The Chief, BFP is authorized, x
x x x x x for the procurement and improvement of fire protection, fire
investigation, rescue, and paramedics equipment, facilities, supplies and
materials; related technical services necessary for BFP; x x x x x x . The
remaining twenty percent (20%) shall be allocated by the BFP to the Local
Government Units (LGUs) in accordance with the guidelines as set forth in
a Memorandum Circular issued by the DILG Secretary or a Joint Circular
with other concerned government agencies through the issuance of funding
checks subject to existing accounting and auditing rules and regulations.
The twenty percent (20%) Local Government Unit (LGU) share shall be
appropriated exclusively for the use of the operation and maintenance of
it’s local fire station, including but not limited to the construction and
repair of the fire station.
