Planning, Design & Engineering works:
 Planning Design & Engineering:• M/s. AFRY Switzerland has submitted a Report on RCC Mix
Design Program to be carried out for Ratle RCC Dam. MEIL has been communicated the need for
urgent action on RCC Mix design and other additional investigations reqd. for Project.
 AFRY has issued Power House (PH) complex General Arrangement Drawings and NHPC has
provided its observations on the same. The same needs to be finalized. PH Excavation drawings are
yet to be submitted by M/s AFRY.
 AFRY has submitted Dam GA Drawings & Abutment Excavation drawings and NHPC has provided
its comments on the above drawings. The same needs to be complied expeditiously for finalization of
excavation & rock support details of Dam Abutments.• AFRY has submitted Design, GA &
Blockout drawings for Diversion Tunnel Gates and NHPC has submitted its observations on the
same.
 AFRY has submitted revised Power Intake hydraulic calculation report in line with CWC
observations in view of IWT compliance requirements.• M/s MEIL has completed installation
of 7 nos. seismographs on left & right bank of Project site.
Progress of other Works
 The visit of Sh. R K Chaudhary, Ex-ED, NHPC Limited, appointed as
Independent Engineer for Ratle HEP was undertaken from 23 to 27.11.2022.
 Data Collection for MEQ Studies being conducted by IIT Roorkee has been
completed. The Report shall be submitted by IIT Roorkee. in line with
NCSDP recommendations.
 The proposal for engaging a govt. institute for providing Architectural &
Structural Consultancy for Township development of Ratle HEP at
Drabshalla, Kishtwar is under progress and bids have been received from all
4 Govt Institutes identified for the Tender and financial bids shall be opened
after checking of documentations/submissions of Institutes.
 Demarcation of Project Land is under process and matter is being taken up
with GoJK for expediting the Land demarcation.

• *Reason for shortfall: The shortfall is due to slow progress in construction activities of the project on
account of (i) Increase in seepage due to higher discharges in the river (ii) Strike by workers union & Group
of Engineers of EPC Contractor M/s. MEIL and (iii) delay in submission of design drawings by EPC
contractor. (iv) Disruption caused due to unfortunate fatal accident on 29.10.2022.
• The payment to JKSPDC is held up due to non completion of procedural formalities at Govt. of J&K end.
• Action Taken / Make up plan: Constant follow up / frequent meetings with JKSPDC is in progress.

New work fronts to be opened…

 New work fronts are to be opened up for which M/s. MEIL / M/s. AFRY
Switzerland has been pursued regularly for early submission of design
drawings / documents which includes
(1) D/s Surge chamber excavation
(2) Transformer cavern excavation
(3) Dam abutment stripping
(4) Power Intake excavation
(5) Power House excavation
(6) TRT Excavation
(7) RCC Trial mix & additional geological investigation require.
(8) CWPRS hydraulic model study report etc.
Pending issues with GoJK

1. Approval of updated cost of R&R plan in terms of MOU of Project:


 RHPCL has submitted revised estimates for R&R plan to JKSPDC/GoJK in line with MOU provisions in Sep
2021.
 The updated R&R plan is pending for approval by GoJK.
 Locals are pressing hard for early implementation of R&R Plan and are frequently protesting against Project
work and threatening to block Project Work altogether if the R&R Plan is not implemented within a month.
2. Transfer of land
 Land for the project is in the name of one of the promoter, JKSPDCL.
 Administrative Council has approved transfer of land (596.35 ha) in the name of JV Company on 15.03.2022
and Govt. order no. 55-JK(PDD) of 2022 dated 10.05.2022 has already been issued in this regard.
 Approved Draft of land lease agreement has not yet been finalised by PDD/JKSPDC pending which land
Payment could not be processed pending signing of Land Lease Agreement.
3. Signing of Power Purchase Agreement (PPA) with JKSPDC for 49% power from the project:
 JKSPDC yet to convey their option for purchase of 49% power from the project.
4. Transfer of Assets
 Payment for Transfer of Assets of Ratle HEP is pending due to Tax/Jurisdiction issues between JKSPDC &
PDD.
