Lecture 8:

Environmental Management
System (EMS)
Prof. Sr Dr Fadzil Hassan
Centre of Studies for Quantity Surveying
Faculty of Architecture, Planning & Surveying
UiTM Shah Alam
padzil.hassan@gmail.com
BQS610 Project Management II
Module Learning
Objectives:
 At the end of the lecture students should be able to:
 Explain Environmental System (EMS)
 Identify the application of EMS elements –
Environmental Impact Analysis (EIA), and
Environmental Audits (GBI and MyCREST) applied
in Malaysian construction projects
 Identify what needs to be done in projects to ensure
that construction projects are environmentally
sustainable
 Environmental audits i.er GBI, MyGREST, Low
Carbon City Framework (LCCF)
The natural
environment
“Dia Maha Perkasa lagi Maha
Pengampun, …yang telah
menciptakan tujuh langit berlapis-
lapis.
….kamu sekali-kali tidak melihat
pada ciptaan Tuhan yang Maha
Pemurah sesuatu yang tidak
seimbang. Maka lihatlah berulang-
ulang, Adakah kamu Lihat sesuatu
yang tidak seimbang?
….. Kemudian pandanglah sekali
lagi niscaya penglihatanmu akan
kembali kepadamu dengan tidak
menemukan sesuatu cacat dan
penglihatanmu itupun dalam
Keadaan payah”
(AQuran Surah Al Mulk 1-4)
Why Sustainable
Development:
The Global Issue
• The world is challenged at a scale never
seen before.

• The challenges – (i) Demographic

Challenges, (ii) Resources challenges, (iii)
Environmental Challenges
• Demographic challenge - strong population
growth especially in the developing world.

• Resource depletion - increasing usage of

resources, renewable and non-renewable
alike; resources:
 Raw materials.
 Energy.
 Food.

• Environmental challenge - higher levels of

environmental impacts of human activities.

• The capacity of this world to sustain its

population is compromised.
Carbon Footprint
• Greenhouse gases (GHGs) can be emitted
through land clearance and the
production and consumption of food,
fuels, manufactured goods, materials,
wood, roads, buildings, transportation and
other services.

• Expressed in terms of the amount of

carbon dioxide, or its equivalent of other
GHGs, emitted.

• Carbon footprint- total set of greenhouse

gas emissions caused by an individual,
event, organisation, or product, expressed
as carbon dioxide equivalent.

• A measure of the total amount of carbon

dioxide (CO2) and methane (CH4)
emissions of a defined population, system
or activity

• It is calculated as carbon dioxide

equivalent using the relevant 100-
year global warming potential (GWP100)
Why need to track  Reducing greenhouse gas
emissions could prevent

Carbon Footprint? premature deaths.

 Greenhouse gases such

as carbon dioxide trap
heat, helping warm the
globe.

 The surge in carbon

dioxide levels due to
human activity since the
Industrial Revolution

 It is now causing an
overall warming
of the planet that is having
impacts around the globe

Sustainable
Development
• Sustainable:
 maintained, upheld or maintained at a certain rate
or level without exhaustion or collapse.

• Development:
 process of evolution and growth
 creating an enabling environment for PEOPLE
 improvement of their welfare
 not necessarily concerned with the
economy/money

• The “Development Myth”:

 Often forgotten ….. concern with the accumulation
of commodities and wealth.
 Key barriers:
- Unchecked market liberalisation, neo-liberal
capitalism (deregulation, removing barriers),
privatization
