Pre-counting Process
What a Postal Ballot Contains ?

Ensure your QR Code scanner does not return multiple value in single scan.
In case your QR Code scanner returns multiple value, the system will generate alert. This alert is because
the QR Code Scanner has returned multiple value, whereas, the Scanner must return only one value at a
time. No need to worry, you just click on OK and try scanning again, if the same screen appears again, try
changing your QR Code Scanner, or reset the Scanner, if it still return multiple value, you may proceed to
make the entry manually.
Ensure QR Code scanner does not add suffix/prefix or replace the character
In case your QR Code scanner returns invalid value or suffix/prefix character or replace the character or in
case you have scanned wrong QR Code, the system will generate alert. Based on the scenario, you can
either proceed with the scanned value or your may scan again/add manually. But note that if you proceed
with the scanned value it will mark it as invalid. However, the final decision is to be made by RO.
How to start
The pre-counting
Process
Login on etpbms.eci.gov.in
RO needs to login on ETPBMS.eci.gov.in and go to Pre-Counting tab from the side
menu
RO needs to test the QR code scanner before the date of Pre-Counting so as
to ensure that QR code scanner is working fine on ETPBMS.eci.gov.in , also
check by scanning sample ballot on demo server before the counting day/
NOTE: QR code scanner should be on manual trigger mode.
The pre-counting process will gets enabled at 8:00 AM on the day of
counting.

Steps for Scanning & Valid Marking
in ideal Condition
Step 1
 Scan the QR code of outer
envelope i.e. form 13C.
 Open the envelope and

take out Form 13A and
13B (Inner envelope)
in ideal Condition
Step 2
 Scan first QR code of form 13A followed by
the scanning of the second QR code.
in ideal Condition
Step 3
 Scan the QR code of inner
envelope i.e. form 13B.
in ideal Condition
 After successful scanning of all the forms mark system generated serial number with
pencil on form 13A, 13B & 13C (backside) then put form 13B envelope and form 13A
inside the outer envelope.
 Place in the basket of Valid / Rejected e-PB accordingly.

Step 1
 The Outer covers (Form 13-C)
which is having QR Code on lower
right hand side, has to be scanned
by the QR Code Reader and
necessary valid checks will be
performed for possible duplicates
and verification of the service
voter.
 A unique serial number will be
provided by the computer. This
serial number has to be manually
marked by RO on the envelope
being verified.

 If no duplicate and correct
verification is found, then only
outer envelope (Form 13-C) will
be open.
 If the system marks it as

duplicate, then it will indicate the
serial number with which it is
duplicate, in this case all the e-PB
marked as duplicate has to be
tight together and kept in a
Invalid Tray.
Once the Pre-Counting is completed then RO needs to mark it
as Scanning Completed by filling all the necessary details, only after that
Counting of e-PB should be started.
