3 Background
 Land-related cases account for the second-highest percentage of all
cases registered in courts.
 About 26 % of land-related cases go to formal courts, which usually
take a minimum of one year and often several years to resolve.
 In the past three years (2014-2017), approximately 385,978 land
cases clogged formal courts, land revenue, and reform offices.
 In 2016 alone, there were more than 200,000 land cases that were
registered in courts at various levels, land registration and land
reform offices.
 As per the 33rd annual report of the Commission for the Investigation
of Abuse of Authority (CIAA) 2022-2023, 6.09% of cases related to
the Land Administration were registered in CIAA.
 The real estate contribution to the national GDP is 8.76% (The
country’s 2022 GDP was $40.82 billion).

७.४ वैज्ञानिक भूमिकर र घरजग्गा मूल्यांकन प्रणाली स्थापना गर्ने तथा भूमि बजारलाई व्यवस्थित तुल्याउने
उद्देश्य प्राप्तिका लागि देहायको नीति, रणनीति तथा कार्यनीति अवलम्बन गरिनेछः

नीति ७.४.१ घरजग्गाको वैज्ञानिक मूल्याङ्कन प्रणाली स्थापना गरी मूल्याङ्कनमा एकरुपता कायम गरिनेछ।

रणनीति तथा कार्यनीति


•निश्चित सूचक तथा मापदण्ड बनाई कित्तामा आधारित आधुनिक घरजग्गा मूल्याकन प्रणालीको विकास
गरिनेछ ।

•संस्थागत र कानूनी व्यवस्था गरी घरजग्गा मूल्याङ्कनमा एकरुपता हुने गरी आधार मूल्य कायम गरिनेछ ।

•राज्यका सवै तहवाट हुने जग्गा रजिष्ट्रेशन विकास निर्माण लगायत कार्यहरुमा जग्गा अधिग्रहण गर्दा क्षतिपूर्ति
दिन वा भूमि वजारले जग्गाधनीहरुवाट जग्गा खरीद/प्राप्त गर्दा आधार मूल्यभन्दा घटी दिन नपाउने कानूनी
व्यवस्था गरिनेछ ।

•घर जग्गाको आधार मूल्य आवश्यकता अनुसार परिवर्तन गर्न सकिनेछ ।


घर जग्गाको आधार मूल्य निश्चित शूल्क तिरी अनलाईन मार्फ त प्राप्त गर्न सकिने व्यवस्था मिलाईनेछ ।

 Implement an online reporting system building on the foundation of LRIMS and
NeLIS systems and databases for real estate transactions.
