Functions of BPOC under EO 366
 1. Monitor & coordinate the implementation of
peace & order programs & projects at the
baragay level;
 2. Serve as an information gathering
mechanism;
 3. Monitor & check the nefarious activities of
criminal elements;
 4. Identify barangay constituents with strong
deviant behaviour;
 5, Maintain continuing dialogue, close
 6. Formulate plans & recommend such measures
which will improve or enhance peace & order &
public safety plan in their area of responsibility;
 7. Monitor, coordinate & supervise the operation of
all community based anti-crime movements within
the barangay;
 8. Make periodic assessment of the prevailing peace
& order situation in their respective areas of
responsibility & submit report with appropriate
recommendations to the higher level of peace & order
councils; and
 9. Perform other functions which may be assigned by

1. Recommended the approval & adoption to

Safety Plan.

the Sangguniang Barangay the Integrated Defense
System.
3. Initiated the installation of CCTV Cameras in
strategic locations in the Barangay.
4. Institutionalize the Barangay Peace & Order

Project/Program/Activity Initiatives

A. Crime Prevention

1. Adjust the shifting of tanod’s into a more


strategic time where in mostly the
different crime incidents happened.
2. Intensify the joint patrol of Police and
the BPAT’s whether foot or mobile
patrol.
3. Put more streetlights in dark streets and
alleys.
4. Recommend business establishment
owners to hire security guards.
5. Strictly implement curfew hours for
minors.

Preemption 1. Encourage all constituents to relay vital


information’s concerning peace & order.
2. Encourage active participations of
community members to be part of BINs.

Solutions 1. Establish barangay hotline to serve as a


form of communication within the barangay,
barangays within Station 1with the police.

2. Procurement of additional handheld


radios to serve as a form of communication
between the barangays within Staiton 1,
with a designated frequency.

3. Institutionalize the data base system.


(Accounting of residents and non-residents
inside the barangay.)

4. House clustering scheme for effective


monitoring & reporting.

5. Legislated a resolution requiring all real


estate lessors, boarding houses, apartments &
transient houses to submit lists of tenants &
secure barangay business clearance & secure
the necessary permits
before they operate their business & impose
higher penalties for violators.

6. Require tenants to secure police clearance


from the BCPO for a future reference to
include clearance from their previous
barangay where they came from.

7. Purchase additional higher definition


CCTV/PTZ cameras on strategic locations.
B. Disaster Preparedness

Information Operation 1. Massive IEC on disaster operation &


preparedness during baranagy assemblies,
distribute flyers, posters, brochures , leaflets &
comics regarding disaster management.

2. Simultaneous drills.

3. Public Address (PA) as Early warning


system was introduce in the community.

4. Hazard map was posted for the community


to know the hazard prone areas in the
barangay.

5. Designated the multipurpose hall as the


evacuation area during calamity.

6. Institutionalize the preemptive evacuation


policy.
Community Mobilization 1. Mobilize volunteers within the barangay
to compose the disaster response team.
2. Conduct training with regards to search &
rescue, first aid & other related disaster
trainings.
Early Warning System 1. Upon advice of any calamity, the
barangay with the use of our PA System
make the necessary warning & strictly
enforce our policy on preemptive evacuation.
Activation of ICS 1. Upon the advice of any calamity, ICS be
immediately activated chaired by the PB &
co-chaired by the Station Commander.

3. Coordinate immediately to other offices


for disaster preparedness operation.

4. Assess all the areas that will be affected by


any calamity.

5. Prepare all the necessary equipments &


logistical requirements.

6. Designate the different tasking to the


members of the barangay council.
7. Continuous monitoring of the situation.

8. Get all the data concerning the number of


affected families, casualties, and available
resources.
9. ICS shall be under supervision & control of
the Chairman for an effective & orderly
disaster operation.
10. Conduct necessary disaster operations.

C. Traffic

Information Operation 1. Flyers, posters, brochures & leaflets should


be distributed to all motorists regarding traffic
schemes advisories especially during
big/major events.

2. Advance traffic advisory via tri-media if


there is a change in traffic scheme & re-
routing scheme.
Community Mobilization 1. BPAT’s automatic augmentation when it
comes to traffic direction & control.
Prevention 1. Installed traffic signage’s

2. Designated loading & unloading areas.


Solution 1. Deputize barangay officials as traffic
enforcer

2. Intensification of OPLAN “Baklas Plaka”

3. Proper inspection of garage prior to the


issuance of permit/clearance.
