Common Terminologies in Incident Command System
It is used for all kinds of emergencies and is applicable to small as well as large
and complex incidents.
ICS is used by various jurisdictions and functional agencies, both public and
private, to organize field-level incident management operations.
Why do we use common terminologies in ICS
(An appropriate span of control is between 1:3 and 1:7, with optimal being 1:5.)
Maintaining adequate span of control throughout the ICS organization is critical.
Function: Refers to the five major activities in the Incident Command System:
Command, Operations, Planning, Logistics, and Finance/Administration.
The term function is also used when describing the activity involved (e.g., the
planning function). A sixth function, Intelligence/Investigations, may be
established, if required, to meet incident management needs.

COMMON TERMINOLOGIES IN RESOURCE DESCRIPTION
Strike Team: A set number of resources of the same kind and type that
have an established minimum number of personnel, common
communications, and a leader .
COMMON TERMINOLOGIES IN RESOURCE DESCRIPTION
Incident Command Post: (ICP) The location from which the Incident
Commander oversees all incident operations. There is generally only one
ICP for each incident or event, but it may change locations during the
event.
The ICP location may be a vehicle, trailer, tent, or within a building. The
location should be outside of the hazard zone but close enough to the
incident to maintain command. The ICP should be designated by the
name of the incident (ex. Foxtrot Creek ICP).
COMMON TERMINOLOGIES IN FACILITIES
Only the heads of Sections are called Chiefs. Learning and using standard
terminology helps reduce confusion between the day-to-day position
occupied by an individual and his or her position at the incident.
Chief: The Incident Command System title for individuals responsible for
management of functional Sections: Operations, Planning, Logistics,
Finance/Administration, and Intelligence/Investigations (if established
as a separate Section)
COMMON TERMINOLOGIES IN POSITION TITLES
Planning Section: The Section responsible for the collection, evaluation, and
dissemination of operational information related to the incident, and for the
preparation and documentation ofthe Incident Action Plan. This Section also maintains
information on the current and forecasted situation and on the status of resources
assigned to the incident.
Operations Section: The Section responsible for all tactical incident operations and
implementation of the Incident Action Plan. In the Incident Command System, it
normally includes subordinate Branches, Divisions, and/or Groups.
Logistics Section: The Section responsible for providing facilities, services, and material
support for the incident.
Accountability
Effective accountability at all jurisdictional levels and within individual functional
areas during an incident is essential. To that end, ICS requires: An orderly chain of
command—the line of authority within the ranks of the incident organization.
