Issue of Design Water Flow Volume
Principle
The drainage canals is constructed for the purpose of drainage in emergencies such as heavy rain,
and it is not the purpose of surplus irrigation water drainage.

*Drainage water volume of original Gumbasa Irrigation Plan is 0.0 lit/sec

The flow capacity of the culvert Unable to flow The elevation difference between the start point
is about 780 lit/sec, and there is down the inflow and the end point of the new canal is large, and
lack of capacity to flow down the from the Ngia the flow velocity is 2 m / sec even if the energy-
planned drainage water volume.*1 River reducing work is installed. Flowing a large
amount of water increases the risk.

The designed drainage water volume should be decrease

*1:Concrete pipe with a diameter of 1 m. Calculated assuming that the flow velocity during floods is 1 m / sec.

of river Kawatuma is 750 lit / sce considering the water distribution volume in Package 5. This drainage water

the drainage volume under during heavy rainfall.

A water discharge facility such as spillways will be constructed at the cross point of
the Paneki river and the main canal to drain excess irrigation water.
Issue2: The Gumbasa irrigation scheme after Package 3 cannot be step-by-step
restarted.
Partial operation of the irrigation scheme after serious disaster cannot be done
smoothly.
The irrigation scheme does not have facilities to drain excess irrigation water at
key points in the main canal, therefore the operation cannot be performed well until
the completion of construction work of Package4 & 5. In addition, there is no
function to drain all the irrigation water at the Key points of the main canal in the
emergency such as a major disaster in the downstream area.

Counter measure: Drainage facilities will be installed for main canals

The water drainage facilities such as spillways and gates will be constructed in the
main canal to drain excess water to the Paneki and Wuno rivers.
