KONSEP BIROKRASI
 Birokrasi merupakan organisasi modern yang secara baku memiliki seperangkat aturan yang mempola
jalannya kegiatan kerja.
 Birokrasi adalah instrimen penting dalam masyarkat modern yang kehadirannya tak mungkin terelakkan
 Menurut Hegel Dan Karl Marx mengartikan birokrasi sebagai instrumen untuk melakukan pembebasan
dan transformasi sosial.
 Menurut Bintoro Tjokroamidjojo “1984” Birokrasi dimaksudkan untuk mengorganisir secara teratur suatu
pekerjaan yang harus dilakukan oleh banyak orang. Dengan demikian sebenarnya tujuan dari adanya
birokrasi ialah agar pekerjaan dapat diselesaikan dengan cepat dan terorganisir
