important because it helps to
 Drive a plan of action
 Clarify
how, when, why and by whom decisions
were made
 Map out a plan for the action items (which helps
get the work done)
 Providevaluable information to those members
who are not able to attend the meeting

Minutes are a concise record of:


 event,
 issues raised,
 suggestions,
 action points, and
 decided outcomes.
Characteristics of Minutes

 Narrative form
 In 3rd person
 Using Past tense
 Void of feelings
 Using one language only, if can not be avoided, the
other language is italized
 Recorded in a sequence of the Order of Business
Order of Business
 The sequence in which business is taken up
during the session

 This is usually provided in the Internal Rules and

Php3,965,000.00 (#364);
2. Certified Urgent request from the Municipal Mayor requesting authority to enter Agreement with HAWK
RESCUE EQUIPMENT AND GENERAL MERCHANDISE on the PURCHASE OF MOTORIZED BANKA
amounting to Php799,000.00 (#366);
3. Certified Urgent request from the Municipal Mayor requesting authority to enter Agreement with D-SHAN
PHARMA & TRADE CENTER on the PURCHASE OF ASSISTIVE DEVICE FOR PWD amounting to
Php300,000.00 (#366);

Important features of Minutes
 Neatly done, observing proper margin (like a
picture frame)
 There is a Letterhead and footnote
 Proper page numbering
 There is proper recording of attendance
 Every page should be signed by members of the
council
 All approved resolutions and ordinances should
be included in the minutes (within the minutes
itself or as annexes)
 Duly attested by the Secretary and certifed by
the Presiding Officer
Falsification of Legislative Documents

Article 170 of the Revised Penal Code

An act of altering enacted/approved


or pending approval of:
legislative bill
Resolution
ordinance
Falsification of Public Documents
More common types of falsification:
 Counterfeiting or imitating any handwriting,
signature or rubric.
 Causing it to appear that a person have participated
in any act or proceeding when they did not in fact so
participated.
 Attributing to persons who have participated in an
act or proceeding statements other than those in
fact made by them
 Making untruthful statements in a narration of facts.
Falsification of Public Documents
 Altering true dates.
 Makingany alteration or intercalation in a genuine
document which changes its meaning.
 Issuingin an authenticated form of a document
purporting to be copy of an original document when
no such original exists, or including in such a copy a
statement contrary to, or different from, that of the
genuine original.
 Intercalatingany instruments or note relative to the
issuance thereof in a protocol, registry, or official
book.
Penalty for falsification
If committed by a private person
 Prisioncorrectional (six months and one day to
six years) in its medium and maximum period
and a fine of not more than P5,000 pesos

If committed by a public officer, employee


 Prisionmayor (six years and one day to twelve
years) in addition to court imposed fine
