township & approximately 550 km North of Adelaide. The Client is BHP and the
duration of the Project from start to finish is approximately 9 months with an
estimated completion date to be late December 2020

The Project will comprise of the following:

• New runway 1860m long, CASA compliant to Code 3C, 100 seater jets
• Existing taxiway strengthened and extended
• New taxiway and apron
• Bulk Earthworks, Drainage, AGL, Access road, Fencing

Positive Communication: Always establish positive communications with plant


operators when approaching their operating area. Never breach operating exclusion
zones

Operate Equipment / Skilled Tasks: Never operate a piece of equipment or begin a


task for which you are not trained, assessed and authorised

Personal Isolation: Always apply your personal lock and tag and then test for ‘dead’
before commencing work on plant or equipment

Safety Protection Devices: Never disable, remove or make any unauthorised


modifications to a safety protection device

Mobile Phones: Never use a mobile phone whilst in control of any mobile plant
including Light Vehicles in an operational area. On public roads mobiles can be used
where safe to do so using a hands free device

is coronavirus (COVID-19)

Coronaviruses are a large family of viruses known to cause respiratory infections.

These can range from the common cold to more serious diseases such as Severe Acute
Respiratory Syndrome (SARS) and Middle East Respiratory Syndrome (MERS).

This new coronavirus originated in Hubei Province, China and the disease caused by the virus
is named COVID-19.

If you are experiencing “Flu Like” symptoms at work avoid close contact with other people and
immediately contact your Manager to inform them of your situation.

Flu like symptoms protocols


• If you are experiencing “Flu Like” symptoms at home or in your camp accommodation do not
present to work and let your Manager know.
• If you are experiencing “Flu Like” symptoms at work avoid close contact with other people and
immediately contact your Manager to inform them of your situation.
• If you are at a remote site our Management will liaise with the Site Medic and the client to
determine how best to manage the situation, considering your wellbeing and that of you co-
workers.
• When you are symptom free contact your Manager regarding your return to work.

Flu like symptoms means


• Fever (having a higher than normal temperature)
• Coughing
• Sore throat
• Fatigue
• Shortness of Breath

Good hygiene practice

Good hygiene practice on site will be educated to workers including:

• Washing your hands often with soap and water


• Using a tissue to cover your mouth when you cough or sneeze and disposing of the
tissue immediately
• Avoiding close contact with others, such as touching
• Avoid spitting in public
• Maintain at least 2 meters distance between yourself and anyone who is coughing or
sneezing
• Avoid touching eyes, nose and mouth

Workers will be educated through their site induction, posters and toolboxes.

Isolated Work Groups / Workers
NRW and the Project may isolate work groups or split work groups to minimise the risk of the
spread of the virus to or within a work group(s). The Project will identify current practices that
put workers in close proximity for extended periods and make changes to limit this close
personal contact.

Where practical the Project will


• Transport to and from site - Stagger start and finish times to allow two bus trips instead of one, so
workers are not required to sit close together. Car-pooling is discouraged.
• Meetings – Maintain social distancing principles ensuring participants can maintain a minimum
distance of 1.5 meters apart. Where practical minimise meeting participant size and duration and
consider holding large meeting outside. Consider other alternatives to physical meetings i.e.
teleconference facilities such as Skype for Business. Non-essential meetings should not be held.
• Crib times – Re-arrange crib times where practical to allow staggered use. Reduce the number of
chairs and reconfigure tables in rooms so they can accommodate only those able to stay 1.5 meters
apart.
• Consult with employees on what activities put them in close personal contact with others and how this
could be changed or managed to reduce risk.

Responding to an Emergency

You may be first on scene at an emergency;


• Render assistance only if it is safe to do so
• Ensure you have made the Emergency Call
• Remember your safety comes first
• If you are trained and competent to administer first aid, do so

If you are not a trained first aider, some assistance is better than none. Talking to the injured
person is very beneficial to calm them down, which is a form of first aid;
• Don’t move any injured people unless they are at a higher risk of further injury
• Do not disturb the scene of any incident

If you are a diabetic or have allergies, let your Supervisor know and it is beneficial that your
work mates know

Personal Protective Equipment (PPE)
Site Minimum PPE requirements are gloves, hardhat, safety glasses, Hi-Vis long sleeve shirt, trousers and
lace up safety boots.
All shirts are to have sleeves rolled down, buttoned sleeves and are to be tucked in.

Additional PPE will be supplied as required , i.e. hearing protection, face shield etc.

Sub-contractors are responsible for supplying their employees with the appropriate PPE for the project

Verification of Competency (VOC)


Before commencing work on any site, all operators must be qualified and also have their competency
verified

No matter how experienced you are, you are not allowed to operate any equipment until you have had a
VOC or are in approved training

• Ocky straps (elasticated load restraints) and Fixed Lever action load binders,

• Modified hand tools,
• Torque multipliers,
• Welding units without VRD’s and oxy-acetylene units without flashback arrestors,
• Single action karabiners (for work at heights),

Timesheets
When on site, you will need to submit your timesheet to your Supervisor on a daily basis. NRW have an
obligation to report work carried out by our employees to our clients each morning

Annual Leave
Annual leave can be applied for via OPAL. In general, at least one month’s notice is required. The approval
of leave is subject to work requirements but will not be unreasonably withheld

Attendance

You are expected to maintain a good standard and report for work on time for each rostered shift. If you are
unable to report for work you must advise your Supervisor as soon as possible

BHP Site Access Card - Swipe on and off

The swipe on/off procedure is a BHP safety requirement, and is part of your conditions of
employment to work on this site

Failure to swipe on/off is a BHP safety breach. All personnel have a 14 hour working window in
which to swipe off. It is YOUR responsibility to ensure that you swipe on and off each day

We suggest that everyone sets a daily reminder. The majority of breaches may occur on fly out
day’s

Not only does reactivation of swipe cards tie up Safety advisor time and resources, it also
affects production on the project

Any issues with your swipe card should be immediately relayed to your Supervisor

Airside Security

Access to airside is limited to only those who possess and display a current ASIC or ODA
VIOC Card.

ODA VIC Cards are issued through the procedures outlined in the ODA Transport Security
Plan which is controlled by the Airport Manager.

All persons applying for an ASIC will be subject to a comprehensive security check involving
Federal and State Police, Australian Border Force, Australian Security Intelligence
Organisation, CrimTrac, Attorney Generals Department (Auscheck) and the Department of
Immigration & Border Protection.

No person is permitted to work “Airside” with out an ASIC

protection of personnel, the environment, and equipment

• Injury or Illness
• Any incident reportable to the governing regulatory body e.g. outbreak of fire.

Zero tolerance for Alcohol and Drugs
• Everyone will be subject to regular Alcohol and Drug testing

• No alcohol is to be brought onto site
• It is your responsibility to present yourself for a Breath Test at Pre Start. Failure may be
considered as a failed test where disciplinary action may follow
• If you cannot attend pre-start/work contact your Supervisor prior to the commencement of
shift Obtain phone contact details from the Supervisor or Admin
• If you are suffering from Fatigue. It is your responsibility to notify your Supervisor

NRW has a Fatigue Management Program to assist in your recovery

On average your body can only absorb 800mls an hour of water. But your body can expel
about 2 litres per hour trying to keep you cool!

• This means you need to pace your self throughout the day so you are not expelling more
water than you are absorbing

• This starts prior to commencing work, i.e.; drink water before


you go to bed and first thing when you get up

• Don’t wait until you are thirsty, drink water as you need it

• Diet plays a major role in hydration

• Avoid caffeine based drinks and be careful if dieting or taking body building supplements

INSERT – HEAT STRESS
•In the

summer months, the temperatures on site can reach well above 40 °c, it is imperative you
maintain a good level of water intake to combat dehydration

During this time your body will undergo some degree of heat stress

This is when your body cannot cool itself and your core temperature
slowly rises throughout the day
This can cause damage to your brain and internal organs

To avoid the affects of heat stress ensure you drink plenty of water and replace the salts that are
lost through diet

Urine charts give you a pretty good guide as to your hydration levels, though medication and
vitamins can alter the colour of your urine

Use wide brimmed hats and avoid long periods of exposure to the sun and heat

You may not know you are feeling the effects of heat stress until its too late

Insert text is when your body temperature exceeds 40.6 degrees (normal is 37°c). Heat
Stroke
Stroke has a 80% mortality rate

If you suffer any of the following symptoms you must stop and seek

•Rapid pulse – weakening
•Irritable, mentally confused
•Altered mental state – possible seizures and unconsciousness

Mandatory - report all injuries to your Supervisor – this includes injuries
that occur out of work hours at the “camp”

• Names of First Aiders will be posted up in the office and smoko room

• All treatments are to be recorded in the treatment book

• First aid kits are located in offices and Supervisor vehicles. If any vehicles are missing 1st
Aid Kits report it to your Supervisor and make a note in your pre start

• Should you be injured or become unwell whilst you are on R & R you must inform your
Supervisor or HSE prior to returning to work

• Traffic may be separated by a centre windrow, but where there is only room for a single lane or
there is no windrow in place and there will be interaction between HV’s and LV’s there must be
a form of traffic control in place e.g. signage, cones

• Traffic control will direct LV’s into the work area ONLY when all HV’s have parked

• Must have positive 2 way communication, ensuring your intentions are clearly explained and
must be made prior to overtaking any stationary vehicle or when entering a controlled work
area

• If you cannot obtain radio contact or cannot make a call up you MUST stop until communication
can be made

• All operators are to use horn signals on their machines

10/3 EXCLUSION

Mobile text
equipment is considered operating when the motor/engine is on, or energised if
powered by electricity and not under maintenance.

• When interacting with Operating Mobile equipment the 10/3 exclusion zone applies unless:
 There is physical separation between operating mobile equipment and people not
involved in the task or;
 The Mobile equipment is tramming/travelling along a designated demarcated pathway.

• To enter and be within 10m of operating mobile equipment personnel must:


 Obtain permission to enter the 10m zone via positive verbal communication prior to
entry.
 Remain in the mobile equipment operator’s line of sight. If line-of-sight is lost then the
mobile equipment must stop.
 Be part of the activity e.g spotter or worker as agreed during verbal entry
communication.

• To be within 10m of operating mobile equipment and not part of the activity the mobile
equipment is to be stationary, with GET/load grounded and park brake engaged in addition to
the above;

• For personnel to enter and be within 3m of operating mobile equipment a written Work
Instruction (WI) or Task Hazard Analysis (THA) must be place.

clear name and equipment identification numbers are used.

• Where operating mobile equipment remains horizontally stationary and swings e.g tracked
excavator, the 10/3 rule still applies and personnel must not be within the greater of 3m or the
maximum swing radius unless a written work instruction or THA is in place.

• To be within 50m you must obtain permission from the SME heavy vehicle which also need to be stationary with

• To be within 10m the SME Heavy vehicle the operator must be out of the cab

PARKING
INSERT REQUIREMENTS

•Fundamentally
Insert text stable is if when the vehicle is parked and the brakes have not
been applied - the vehicle will not move.

When parking all vehicles shall:

• Where possible, be parked in a fundamentally stable state


• Where possible be reversed parked or parked such that they can drive out forward
• Light Vehicles shall be parked engaged in a low gear (first or reverse gear or 'Park' for automatic
transmissions) when unattended and engine turned off.
• Automatic Light vehicles may be left running with the vehicle in park if fundamentally stable, the
park brake applied and operator in near vicinity.
• Heavy Road Going Vehicles with park brake alarms may be left running with the vehicle in neutral
or park, with a park brake applied and fundamentally stable and the operator is in the near vicinity.
• If required, when parking any vehicle on an incline, the front steering wheels shall be turned into the
windrow or high wall so that the wheels are in contact with the windrow or high wall or as close as
reasonably practicable.
• Equipment with Ground engaging tools (GET) shall have GET grounded when parked.
• Chocks are not mandatory.
• Designated car parks shall be used where provided.

• A ‘Journey Management Plan’ needs to be completed correctly and approved by your
Supervisor prior to being authorised by either the Superintendent, the Project Management

• A copy of your ‘Journey Management Plan’ needs to be handed to your ‘Responsible
Person’. This is to ensure the call up times are adhered to
• Please note the section within the Journey Management Procedure which relates to failing
to make contact

• Mobile Phones cannot be used for entertainment purposes, i.e. music, games

• Should phones be required for entering Timesheet data, they are permitted to be used
at the end of shift in the crib room

• Different radio channels are used on site to limit the amount of radio congestion
• Tune your radio to the channels displayed on road signs and at access points to
workshops, work areas, borrow pits and private premises
• Any changes to radio channels will be communicated by your Supervisor at the prestart

Recognising whether the equipment has been serviced is by the identification of an electrical

If any equipment tag is out of date it must be tagged with an ‘out of service’ tag and checked
by a licensed electrician

• All 240v tools shall have an RCD between the tool and power supply
• Electrical cords are not to be coiled up tightly or reeled up
• Double Adaptors are not permitted on site
• Electrical extension leads are not to be joined together

area where non smokers are not exposed to passive smoke in their normal work
environment
• No smoking in camp rooms; Your accommodation will be withdrawn and possibly your
employment
• Do not under any circumstances touch or interfere with your smoke alarm in your room at
camp it is hard wired (240 volts)
• Complete a camp maintenance form for any defects in your room

• A VDA / Excavation Permit must be issued prior to a change in land use or ground

• VDA / Excavation Permit applications will be submitted to BHP 7 days in advance
• VDA / Excavation Permit Boundary to be surveyed pegged and flagged as per the
coordinates on the permit drawing
• VDA / Excavation Permit Boundary flagging shall be: Fluorescent Green. VDA /
Excavation Permit Number to be recorded on the survey peg
• EDP boundaries will be flagged using Pink tape
• All personal involved in land disturbance shall walk the VDA / Excavation Permit boundary
• Equipment used to clear the VDA / Excavation Permit boundary is fitted with GPS
equipment, which has been uploaded with the correct coordinates and is turned on
• All personnel involved in the ground disturbance are to understand the conditions of the
VDA / Excavation Permit and the locations of any avoidance areas; and THA capturing
environmental risks associated with the clearing is conducted
• No work or operation of vehicles and equipment is permitted outside the VDA / Excavation
Permit boundary with out prior approval.

before foundation preparation

• Weather forecast, wind speed and direction, to be monitored and considered when
scheduling work

• Drive to conditions and reduce speed as signposted around office and work areas

• Rehabilitate disturbed areas progressively

• Visually Monitor dust levels and notify your Supervisor or water cart when required
